Section IIB: ADDITIONAL DEFINITIONS <br /> In addition to those definitions contained within WAC <br /> 197-11-700 through 799, when used in this ordinance, the <br /> following terms shall have the following meanings, unless the <br /> context indicates otherwise: <br /> 1. "City" shall mean the City of Everett. <br /> 2. "Department" means any division, subdivision or <br /> organizational unit of the City of Everett established by <br /> ordinance, rule, or order. <br /> 3. "Days" means calendar days unless stated otherwise. <br /> 4. "SEPA rules" means Chapter 197-11 WAC adopted by the <br /> State of Washington Department of Ecology. <br /> 5. "Responsible Official" means the person designated by the <br /> Mayor who shall carry out the duties and functions of the <br /> City when it is acting as the lead agency under this , <br /> Ordinance. (See Section 9 for Designation of Responsible <br /> Official) <br /> 6. "Ordinance" means the ordinance, resolution, or other <br /> procedure used by the City of Everett to adopt regulatory <br /> requirements. <br /> 7. "Early notice" means the City of Everett's response to an <br /> applicant stating whether it considers issuance of a <br /> determination of significance likely for the applicant's <br /> proposal (mitigated DNS procedures). <br /> 8. "Non-Exempt Action" means any action which is not <br /> categorically exempt under Section III of this ordinance <br /> or Part Nine of the SEPA rules. <br /> 9. "Non-Discretionary Project" means a project which does <br /> not involve an action which would grant the applicant any <br /> development rights which do not exist within zoning of <br /> the property at the time an application for development <br /> is submitted and includes, but is not limited to grading <br /> permits, building permits, and demolition permits. <br /> Section IIC: DESIGNATION OF RESPONSIBLE OFFICIAL <br /> 1. For those proposals for which the City of Everett is the <br /> lead agency, the responsible official shall be the <br /> Planning Director. <br /> 2. For all proposals for which the City of Everett is the <br /> lead agency, the responsible official shall make the <br /> threshold determination, supervise scoping and <br /> preparation of any required EIS, and perform any other <br /> functions assigned to the "lead agency" or "responsible <br /> official" by those sections of the SEPA rules that were <br /> adopted by reference. <br /> 3. The City of Everett shall retain all documents required <br /> by the SEPA rules (Chapter 197-11 WAC) and make them <br /> available in accordance with Chapter 42.17 RCW, and <br /> Chapter 2.92 Everett Municipal Code. <br /> -6- <br />
