. ORDINANCE NO. /S44%7- 67 AN ORDINANCE of the City of Everett, Washington, ordering the improvement of 16th Avenue S.E. Street System, Water System, and Sanitary Sewer System all in accordance with Resolution No. 2832 of the City Council; establishing Local Improvement District No. 727 and ordering the carrying out of the proposed improvement; providing that payment for the improvement be made by special assessments upon the property in the District, payable by the mode of "payment by bonds"; and providing for the issuance and sale of local improvement district warrants redeemable in cash or other short-term financing and local improvement district bonds. WHEREAS, by Resolution No. 2832 , adopted March 11th, 1987 , the City ouncil declared its intention to order the improvement of 16th Avenue S.E. .treet System, Water System, and Sanitary Sewer System, and fixed April 22, 987, at 8:30 a.m. , local time, in the Council Chambers of the City Hall as he time and place for hearing all objections thereto and for determining the ethod of payment for the improvement; and WHEREAS, the City Engineer caused an estimate to be made of the cost and Ixpense of the proposed improvement and certified that estimate to the City ouncil, together with all papers and information in his possession touching he proposed improvement, a description of the boundaries of the proposed local improvement district and a statement of what portion of the cost and -xpense of the improvement should be borne by the property within the proposed .istrict; and WHEREAS, that estimate is accompanied by a diagram of the proposed 'mprovement showing thereon the lots, tracts, parcels of land, and other .roperty which will be specially benefited by the proposed improvement and the -stimated cost and expense thereof to be borne by each lot, tract and parcel .f land or other property; and •
