A.:Z1451-87 AN ORDINANCE providing for the submission to the qualified electors of the City at a special election to be held therein on May 19 , 1987 of four propositions (i) authorizing the City to levy regular property taxes for 20 years in excess of the 106% limitation for the purpose of constructing a public safety building with parking and renovating a portion of City Hall, (ii) authorizing the City to levy regular property taxes for 20 years in excess of the 106% limitation for the purpose of expanding the main library and constructing a branch library, (iii) au- thorizing the City to issue its unlimited tax levy general obligation bonds in the aggre- gate principal amount of $4 , 142 ,000 for the purpose of relocating three fire stations and building training facilities for fire fight- ers, and (iv) authorizing the City to issue its unlimited tax levy general obligation bonds in the aggregate principal amount of $8 , 579 ,000 for the purpose of acquiring, improving and developing park and recreation facilities; providing for the annual levy and collection of taxes for such purposes if approved. WHEREAS , the public health and safety and the proper func- tioning of local government require that the City of Everett (the "City" ) construct and equip a new public safety building south of the City Hall to house the Police Department, City Council chambers and three levels of parking and to make related reno- vations to City Hall; and WHEREAS, to provide financing for such public safety build- ing and renovations it is deemed necessary and advisable that the City levy regular property taxes in excess of the 106% limitation 20 years to provide the principal amount of $6 , 416 , 000 plus interest for such purposes; and WHEREAS, the main library of the City requires remodeling, expansion and additional parking and a permanent branch library is needed in the southern part of the City; and
