•
ORDINANCE NO. / 3416 - F7
AN ORDINANCE amending Section 2 of Ordinance No.
1144-85 which created "1985 Block Grant Neighborhood
Improvement Fund No . 372" .
Section 1 : That section 2 of Ordinance No . 1144-85 which read as
follows :
Section 2 : Authorization is hereby given to provide for the
development of contract plans, specifications and detailed cost
estimates and construction required to provide the following :
A . Lowell Neighborhood Improvements
1. Allocate $7, 310 for construction of new sidewalks and
overlay the parking area in front of the Lowell Church and
adjacent property . ( This project will be matched from
street overlay funds. )
2. Allocate $1 , 250 for installation of a catch basin and
approximately 50 ' of concrete pipe and drainage to existing
culvert at the corner of South Third and Main. ( This
project will be matched from street overlay funds. )
3. Allocate $1 , 000 in CDBG funds for the Lowell
Neighborhood Cleanup . (Will not be matched. )
4. Allocate $1 , 000 in CDBG funds for a Neighborhood Paint
Program. The program would provide paint to low-income
homeowners to paint the exterior of their houses . (Will
not be matched. )
5. Allocate $200 in CDBG funds for Lowell Days . Funds are
being requested for advertising expenses . (Will not be
matched. )
6. Allocate $20, 000 in CDBG funds for the purchase of the
Lowell Fire Hall . Funds are being requested to purchase
the Lowell Fire Hall for use as a community center, meeting
place, and museum. (Will not be matched. )
a. This project funding will not be matched with
street overlay funds . Because of the lack of
information available to City Staff and City Council
on this project the passage of this Ordinance does
not mean, in any way that this project is feasible or
the City is willing to take over ownership of the
Lowell Fire Hall. At this time we do not know the
exact cost of acquisition , operation and maintenance
of the Lowell Fire Hall. The setting aside of these
funds means the City of Everett is willing to study
the potential for acquisition of the Lowell Fire
Hall . A report will be put together for the Mayor
and City Council by the Planning Department on the
feasibility of the acquisition of the Lowell Fire
Hall. The report will be put together after
information is gathered from: (1) Parks Department ,
(2) Finance Department , (3) Lowell Civic Association
members , and (4) Library - N.W. Room . After
Administration approval, the City Council will
receive a report and recommendation on the
acquisition of the Lowell Fire Hall feasibility .
