3 Allocate $27, 260 in CDBG funds and matching funds for <br /> the replacement of hazardous sidewalks throughout the <br /> Riverside Neighborhood. ( This project will be matched by <br /> street overlay funds) . <br /> Is hereby amended to read a follows : <br /> Section 2 : Authorization is hereby given to provide for the <br /> development of contract plans , specifications and detailed cost <br /> estimates and construction required to provide the following : <br /> A. Lowell Neighborhood Improvements <br /> 1 . Allocate $5 ,302. 00 for construction of new sidewalks <br /> and overlay the parking area in front of the Lowell Church <br /> and adjacent property . ( This project will be matched from <br /> street overlay funds. ) <br /> 2. Allocate $1 , 626. 49 for installation of a catch basin <br /> and approximately 50' of concrete pipe and drainage to <br /> existing culvert at the corner of South Third and Main. <br /> (This project will be matched from street overlay funds. ) <br /> 3. Allocate $549. 72 in CDBG funds for the Lowell <br /> Neighborhood Cleanup . (Will not be matched . ) <br /> 4. Allocate $1 , 000 in CDBG funds for a Neighborhood Paint <br /> Program . The program would provide paint to low-income <br /> homeowners to paint the exterior of their houses . ( Will <br /> not be matched. ) <br /> 5. Allocate $ 72. 90 in CDBG funds for the purchase of the <br /> Lowell Fire Hall . Funds are being requested to purchase <br /> the Lowell Fire Hall for use as a community center, meeting <br /> place , and museum. (Will not be matched. ) <br /> a . This project funding will not be matched with <br /> street overlay funds . Because of the lack of <br /> information available to City Staff and City Council <br /> on this project the passage of this Ordinance does <br /> not mean , in any way that this project is feasible or <br /> the City is willing to take over ownership of the <br /> Lowell Fire Hall. At this time we do not know the <br /> exact cost of acquisition , operation and maintenance <br /> of the Lowell Fire Hall. The setting aside of these <br /> funds means the City of Everett is willing to study <br /> the potential for acquisition of the Lowell Fire <br /> Hall . A report will be put together for the Mayor <br /> and City Council by the Planning Department on the <br /> feasibility of the acquisition of the Lowell Fire <br /> Hall. The report will be put together after <br /> information is gathered from: (1) Parks Department , <br /> (2) Finance Department , ( 3) Lowell Civic Association <br /> members , and (4) Library - N.W . Room . After <br /> Administration approval , the City Council will <br /> receive a report and recommendation on the <br /> acquisition of the Lowell Fire Hall feasibility. <br /> 6. Allocate $22, 208.89 in CDBG funds for Street and <br /> sidewalk improvements on the west side of 3rd Avenue . <br />
