ORDINANCE NO / 3 7—Y7 AN ORDINANCE amending section 2 and adding section 10 to Ordinance No. 860-82 which created "1982 Block Grant Neighborhood Improvement Fund No . 354. Section 1 : That Section 2 of Ordinance No. 860-82 which read as follows : Section 2 : Authorization is hereby given to provide for the development of contract plans , specifications an detailed cost estimates and construction required to provide the following : A . Lowell Neighborhood Improvements 1 Allocate $600. 00 for neighborhood wide refuse clean-up project . 2. Allocate $4, 000. 00 for rodent control project including baiting of manholes. 3. Construct bicycle lane in one block area of Lowell : Estimated cost $4,000. 00. 4. Allocate $500. 00 to make and place markers on historically significant buildings in Lowell. 5 . Allocate $500.00 to develop historic building calendars , pictures , etc . , for sale. 6. Allocate $4 , 000. 00 for attic insulation in low income homeowners ' residences . 7. Allocate $20, 000. 00 to restore outside facades of historic structures such as the Lowell Church or Fire Hall. Money will be repaid for restoration of other Lowell buildings. 8. Allocate approximately $3, 000. 00 to Council for a Greater Everett for community organizing and work on neighborhood issues . 9. Allocate approximately $9 , 000 . 00 for groundwater drainage home improvement program to low income homeowners. 10. Allocate approximately $3, 600. 00 to install guardrail at 52nd Street and S. 3rd Ave. 11. Engineering and design of neighborhood improvement projects . B . Northeast Everett Neighborhood Improvements 1 . 1100 Block of Maple - curb, gutters, sidewalks , drainage , and street overlay (estimated project costs : $50, 000. 00) . 2. Southern most 200 feet of 1800 block of Chestnut adjacent to 19th - paved and curbs on both sides and sidewalk on west side (estimated project cost : $25,000.00) .
