1 I. Periodic Compliance Reports. Any Discharger subject to a <br /> 2 Pretreatment Standard set forth in this ordinance, after the compliance date <br /> 3 of such Pretreatment Standard, or , in the case of a new Discharger , after <br /> 4 commencement of the discharge to the City, shall submit to the Director , <br /> 5 <br /> monthly (or other frequency as specified by the Director ) , a report <br /> 6 indicating the nature and concentration of prohibited or regulated <br /> 7 substances in the effluent which are limited by the Pretreatment Standards <br /> 8 hereof. in addition, this report shall include a record of all measured <br /> 9 average and maximum daily flows during the reporting period. Flows shall be <br /> 10 reported on the basis of actual measurement. <br /> 11 Reports of permittees shall contain all results of sampling and <br /> 12 analysis of the discharge, including the flow and the nature and <br /> 13 concentration, or production and mass where required by the Director . The <br /> 14 frequency of monitoring by the Discharger shall be as prescribed in the <br /> 15 Wastewater Discharge Permit. All analyses shall be performed in accordance <br /> 16 with 40 CFR, Part 136 and amendments thereto. <br /> 17 Where 40 CFR, Part 136, does not include a sampling or analytical <br /> 18 technique for the pollutant in question, sampling and analysis shall be <br /> 19 performed in accordance with the procedures set forth in the EPA <br /> 20 publication, Sampling and Analysis Procedures for Screening of Industrial <br /> 21 Effluents for Priority Pollutants, April, 1977, and amendments thereto, or <br /> 22 with any other sampling and analytical procedures approved by the <br /> 23 Administrator of the EPA. <br /> 24 J. Monitoring Facilities. Each Discharger shall provide and <br /> 25 operate, at the Discharger 's own expense, a monitoring facility to allow <br /> 26 inspection, sampling, and flow measurement of each sewer discharge to the <br /> 27 Municipal Sewer System, as required by the Director to assure compliance <br /> 28 with this ordinance. The monitoring facilities shall include a shut off <br /> 29 valve or other approved device with which industrial waste may be prevented <br /> 30 from entering the Municipal Sewer System. Each monitoring facility shall be <br /> 31 situated on the Discharger 's premises, except where such a location would be <br /> 32 <br /> 15 <br />
