• There is created and established within the Local Improve- ment Fund a special construction account entitled " 100th Street S.W. Street Improvement L . I .D. " (L . I .D . # 724 , W.O. # 1848) to accomplish the action authorized by this ordinance. The sum of $ 715,500 is appropriated to such account , and the source of funds shall be: $ 715,500 from the sale of L.I.D. # 724 Assessment Roll bonds to Program 877 of Fund 724 . This appropriation shall not lapse, but shall be continued forward year to year until fully expended or the purpose has been accomplished or abandoned without the necessity of reappro- priation as per RCW 35 . 33 . 151 . Section 9 . Within fifteen ( 15) days of the passage of this ordinance there shall be filed with the City Treasurer the title of the improvement and District number , a copy of the diagram or print showing the boundaries of the District and the preliminary assessment roll or abstract of such roll showing thereon the lots , tracts and parcels of land that will be specially bene- fited thereby and the estimated cost and expense of such improvement to be borne by each lot , tract or parcel of land. The City Treasurer shall immediately post the proposed assess- ment roll upon his index of local improvement assessments against the properties affected by the local improvement . Section 10 . The provisions of this ordinance are declared to be separate and severable . The invalidity of any clause, sentence, paragraph, subdivision, section or portion of this - 6 -
