ORDINANCE NO. /" 3—4R1, AN ORDINANCE amending a special construction fund entitled "1986 Block Grant Neighborhood Improvement Fund No. 381 authorizing the construction of improvements as voted on by Council for Northeast Everett ($26,404) on March 18, 1986, and councils for Port Gardner ($26,404), and Riverside ($26,404) on March 11 , 1986 and to be voted on by the Council for Lowell ($26,404) and authorizing $105,616 for these improvements and repealing Ordinance No. 1270-86. WHEREAS, the City Council has recognized the need to improve Lowell, Port Gardner, Northeast Everett and Riverside neighborhoods; and WHEREAS, the City Council has allocated from the 1986 Block Grant fund $105,616 to make the needed improvements and to be divided among Lowell, Port Gardner, Riverside and Northeast Everett Neighborhoods; and WHEREAS, there is a carry over for Port Gardner of $8,443. 16 from Fund 372; and WHEREAS, the Lowell, Port Gardner, Riverside, and Northeast Everett Neighborhood residents were asked to suggest improvements and then specify their priorities for the expenditure of Block Grant Funds; and WHEREAS, numerous neighborhood meetings have been held, and the following neighborhood-wide meetings, where residents voted, were held in four of the neighborhoods on the improvement projects to be recommended to City Council. - March 18, 1986 in Northeast Everett - March 11 , 1986 in Riverside - March 11, 1986 in Port Gardner - June 9, 1986 in Lowell WHEREAS, on April 16, 1986, the City Council approved Resolution 2695 (Port Gardner) , 2696 (Riverside), and Resolution 2697 (Northeast Everett) authorizing the preparation of the plans and systems ordinance. WHEREAS, on July 16, 1986, the City Council approved Resolution 2733 for Lowell authorizing the preparation of the plans and systems ordinance. NOW, THEREFORE, be it ordained by the City Council of the City of Everett, that:
