• <br /> Section 3 : Should costs be less for the above projects than <br /> originally estimated, projects receiving the next highest <br /> neighborhood priority shall be included for funding. If project <br /> costs exceed the estimates given, the lowest priority project or <br /> projects will be dropped for funding. <br /> Section 4 : If any of the above projects is started but not <br /> completed, completion of the project(s ) will be automatically funded <br /> with any 1987 Block Grant funds received by the neighborhood where <br /> an uncompleted project is located. <br /> Section 5 : All of the above projects shall conform to the <br /> requirements of the City Ordinance 555-78, as amended by City <br /> Ordinances 655-80 and 793-82. Determination of the appropriate <br /> standards to impose shall be made by the City Engineer . <br /> Section 6 : The total estimated cost of the improvements herein <br /> authorized is $87, 740 which will include all costs related to <br /> design, construction, contract administration, plan development and <br /> associated costs . <br /> Section 7 : The City Engineer of the City of Everett under the <br /> administrtation of the Mayor is nereby given the responsibility of <br /> providing for the improvemnents as defined herein. <br /> Section 8 : The Mayor has also approved matching funding on a dollar <br /> per dollar basis from the street overlay fund for neighborhood <br /> improvements in Northeast, Lowell , Riverside and Port Gardner, <br /> provided that CDBG funds are expended for street and sidewalk <br /> improvement projects . <br /> Section 9 : The City Treasurer of the City of Everett is hereby <br /> authorized to negotiate a reasonable rate of interest and issue <br /> interest bearing warrants to satisfy interim construction costs not <br /> to exceed $87, 740. These interest bearing warrants shall be <br /> redeemed by the Treasurer as soon as reimbursement or long term bond <br /> financing monies , as described elsewhere in this Ordinance, are <br /> received. <br /> Section 10 : <br /> A. The sum of $87, 740 is hereby appropriated to Fund No. 381, "1986 <br /> Block Grant Neighborhood Improvements" , as follows : <br /> Program 867 : Riverside Neighborhood Improvement $21, 935 <br /> Program 868 : Northeast Everett Neighborhood <br /> Improvement 21, 935 <br /> Program 869 : Lowell Neighborhood Improvement 21, 935 <br /> Program 870 : Port Gardner Neighborhood <br /> Improvement 21, 935 <br /> $87, 740 <br />
