• <br /> 1 a . <br /> ORDINANCE NO. l .5ff-„6 <br /> AN ORDINANCE regulating exterior signs commonly referred to as <br /> billboards and repealing Ordinance No. 's 70-70, 1129-85 <br /> 1163-85 and 1230-86. <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: PREAMBLE. It is hereby determined that the number <br /> of billboards in the City is becoming excessive and is a potential <br /> distraction to motorists and pedestrians, creating a potential traffic <br /> hazard and in some places reducing the effectiveness of signs needed to <br /> direct the public; the appearance of the entire City is unduly affected by <br /> the number of billboards especially affected are the scenic view corridors <br /> and structures which are of historical significance. The number of <br /> potential (and actual) distracting billboards ought to be reduced in order <br /> to reduce the aforementioned effects. <br /> This ordinance, through the exercise of the City's police powers, is <br /> intended to regulate the construction, placement and location of billboards <br /> in order to curtail the adverse effects of billboards and to promote traffic <br /> safety and aesthetics. <br /> Section 2: DEFINITIONS. As used in this ordinance: <br /> A. Billboard Structure. The framework, display face(s) and <br /> electrical components of a billboard. <br /> B. City. This means the City of Everett. <br /> C. Directional Sign. A single or double faced sign not <br /> exceeding six square feet in surface area designed to guide or direct <br /> pedestrian or vehicular traffic to an area, place or convenience. <br /> D. Off-Premise Billboard (hereinafter referred to as "Billboard") . <br /> An exterior non-animated sign which advertises goods, products, businesses, <br /> services or facilities which are not sold, manufactured, or distributed from <br /> the property or facilities on which the sign is located, and which is <br />
