They are a mix of synthetic turf infields and natural grass outfields. The synthetic turf is heavily worn and parking during field usage is limited. In 2016 the Parks & Community Services Department, in accordance with Resolution#6996, applied for and was awarded a Washington Wildlife and Recreation Program (WWRP)grant through the Recreation and Conservation office (RCO)for the renovations for Phil Johnson Ballfields. The renovation project will include design fees,replacement of existing synthetic turf and grass outfield surfacing with new synthetic turf,the addition of a supplemental parking lot, additional pathways and related storm water facilities. The proposed Ordinance will fund the design costs portion of the Phil Johnson Ballfields Renovation Project. The professional services cost for the project is estimated at$150,000. Parks & Community Services will determine estimated total project cost at the completion of design development and amend the Ordinance. It is anticipated that staff will seek City Council approval to enter into a Professional Services Agreement once a design firm for this project has been selected. The source of funds will be CIP3. RECOMMENDATION: (Exact action requested of Council) Adopt an Ordinance creating a special improvement project entitled"Phil Johnson Ballfields Renovation", Fund 354,Program 054, to accumulate all costs for the improvement project.
