January 2018 <br /> INTRODUCTION <br /> Everett Transit(ET)desires to construct a new park-and-ride expansion to their existing south parking lot at <br /> Everett Station.The property was formerly occupied by an old saw mill with associated outbuildings concrete <br /> foundations and both asphalt and gravel access drives. <br /> The.proposed park-and-ride expansion will consist of approximately 80 plus parking stalls and 20 covered bike <br /> stalls,with associated landscaping and pedestrian improvements.Access to the new expanded lot will be via <br /> existing access drives.Only minor modifications will be made to the existing lot.The 80 stall expanded lot will be <br /> filled and brought up to a similar grade as the rest of the south parking lot at Everett Station. Clean sight lines will <br /> be important so the new parking lot is visible and safe. <br /> Designer services shall be limited to those expressly set forth herein.If the service is not specifically identified <br /> herein,it is expressly excluded.Designer shall have no other obligations,duties or responsibilities associated with <br /> the project except as expressly provided in this Agreement.The Consultant reserves the right to shift funds within <br /> the Contract between Tasks,and between members of the Consultant Team during the prosecution of the work. <br /> • <br /> Project Definition <br /> • Design project to an ad ready level—drawings,specifications and cost estimate—to allow Everett Transit <br /> to place the project on ad.Contract documents will be prepared using the WSDOT/APWA format. <br /> • Prepare contract documents. <br /> • Conduct a topographic survey of the proposed site.Boundary survey of the new lot will be provided by <br /> the City of Everett. <br /> • Conduct geotechnical exploration within the proposed site to facilitate structural and stormwater design. <br /> • The parking lot will provide approximately 80 parking stalls with associated access drives and <br /> landscaping. 20 covered bike stalls(BikeLid)will also be installed throughout Everett Station Site. <br /> • The design is for single occupancy vehicle parking only and does not include any provision for buses, <br /> vanpool,or para-transit vehicle stalls on site. <br /> • Parking lot layout,buffers,landscaping,and access points will be designed in accordance with City of <br /> Everett design standards,except where ET needs exceed the City Standards. <br /> • Prepare utility plans and coordinate with utility purveyors.Utilities for the site are anticipated to be <br /> limited to water for irrigation and power for illumination.All necessary utilities are available adjacent to <br /> • <br /> the project. <br /> • Walkway,crosswalk,and pedestrian circulation need to meet ADA requirements. <br /> • No shelters,monument signs,custom signs,driver comfort stations,or other structures will be <br /> constructed as part of the project. <br /> • Design a stormwater system which conforms to City of Everett stormwater standards.It is anticipated <br /> that stormwater controls will consist of water quality treatment BMPs in conjunction with flow control <br /> BMPs. <br /> • No work within the Burlington Northern Sante Fe(BNSF)right-of-way is anticipated. <br /> • Coordination and/or permitting through WSDOT may be required if the project needs to discharge <br /> stormwater flows into WSDOT's adjacent stormwater system. <br /> • <br /> • Design of a site security camera system is not included in this scope of services. <br /> 1 <br /> File location:X:\Everett,City of\Promo Efforts\20170146-Everett Station P&R Expansion\Promo\Business Development\Scope\Everett Transit Parking <br /> Lot_Scope2018-1-10.docx 83 <br />
