l ACTION ITEMS: (8) Adopt a Resolution establishing a Public Process for the Evaluation of Options for Representation by District on the City Council, with the object of City Council placing a District Representation Measure on the Ballot for the November 2018 General Election. (9) Authorize the Mayor to sign Amendment No. 1 with GeoEngineers Inc. for the 7400 block of Larimer Stabilization Project in the amount of $36,548.00. (10) Authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Dykeman for the Main Library Window Replacement Project to extend the completion date to July 31, 2018, at no additional cost to the City. (11) Award the 2018 Biosolids Removal and Disposal Project Contract to Synagro West LLC in the amount of $1,338,259.10. (12) CB 1801-03 —3rd and final Reading — Adopt the Proposed Ordinance Relating to For- Hire Vehicles, amending Ordinance No. 3553-17 (Chapter 5.68 EMC). (13) CB 1801-02 — 3rd and final Reading — Adopt the Proposed Ordinance creating a Special Improvement Project entitled, "Phil Johnson Ballfields Renovation", Fund 354, Program 054, to accumulate all costs for the improvement project. (14) Authorize the Mayor to sign the Easement with Everett Community College for drainage facilities as part of the Legion Golf Course Detention Project at no cost to the City.
