These are not SEPA conditions but
are associated with other laws or requirements. Contact the Planning
Department for information regarding appeals processes for the requirements listed in this document.
Public Works- Sabrina Fandler-425-257- 8800:
1. Construction permits, inspections, and final approvals are required for this project from City of
Everett Permit Services.
a. A Demolition Permit is required for each separate building to be removed.
b. A single Public Works Permit is required for the project site. Detailed drawings in
accordance with the current City of Everett Design and Construction Standards and
Specifications for Development shall be submitted to the Public Works Department,
showing any/all utilities revisions(including cap-offs),temporary construction erosion and
sedimentation control(TESC), and any stormwater discharge. Public Works Department
approval of these drawings is required prior to any permits being issued. All construction
shall be completed, inspected, and approved by the Public Works Inspector, prior to final
approval being granted.
c. If there are any side sewers serving buildings to be demolished, a Utility Permit for a Side
Sewer Cap-Off must first be obtained from the Permit Services Counter prior to demolition
of any buildings. Side sewers shall be capped at the property line of the subject property.
2. Please physically disconnect any water services and cap at the back side of the City meter prior to
demolition of any buildings. There is a 2"metered water service on-site that must be disconnected.
3. All existing underground infrastructure must be protected during demolition of the mill buildings.
The City has a 30"sewer main and a 36"water transmission line on the subject property that must
be located and protected at all times during construction. As-builts can be obtained at the Permit
Counter or online at https://gismaps.everettwa.gov/apps/MapEverettDE/.
4. If any construction dewatering is to discharge to the sewer main,a discharge authorization may be
required to be obtained from the City. Construction plans must address if this will take place so the
proper processing can take place during formal review for permit approval.
5. Stormwater on the subject property drains to a stormwater system that discharges to the Snohomish
River, even though the project is located within the combined storm-sewer basin. Therefore, the
applicant must comply with Minimum Requirement#2 for construction stormwater pollution
prevention for this project, including application for a Construction Stormwater General Permit
from Ecology if an acre or more of land will be disturbed.
Final DNS SEPA#16-017
