• <br /> • <br /> PLANNING DIRECTOR DECISION <br /> SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT <br /> SMA13-005 <br /> February 3,2014 <br /> Applicant: Port of Everett <br /> PO Box 538 <br /> Everett,WA 98201 <br /> Project Location: 3410 Terminal Avenue <br /> Project Description: Up to 50 new pilings will be driven beneath the existing South Terminal <br /> wharf to increase load bearing capacity. The wharf is used primarily to moor ships, store <br /> containers, and support roll on/roll off operations. The improvements will upgrade the wharf s <br /> load bearing capacity from 550 to 1,000 dead load pounds per square foot. <br /> SEPA Determination: The Port of Everett is acting as SEPA lead agency. <br /> Shoreline Master Program Regulations: <br /> The following regulations from the Everett Shoreline Master Program(SMP)have been found to <br /> be the most applicable to the proposal. The project shall comply with all applicable regulations <br /> in the SMP. <br /> Environmental Designation <br /> The project site is designated Urban Deep Water Port in the Shoreline Master Program. Urban <br /> Deep Water Port is intended to accommodate large scale water-dependent industries, port <br /> facilities and support services that require proximity to navigable waters that can accommodate <br /> deep draft vessels, while ensuring optimal use of industrial shorelines and protecting and <br /> restoring ecological functions. <br /> Section 3—General <br /> 1. All exterior lighting,including lighting of signs, shall be directed downward onto the site and <br /> away from other shoreline properties or nearby neighborhoods. <br /> 2. All shoreline development shall comply with the City's noise ordinance (EMC 20.08), both <br /> during and after construction. The City may require the applicant to prepare noise studies to <br /> determine if a proposal is in conformance with the ordinance. <br /> 3. Warning devices on vehicles (back up beepers) are exempt from the City's noise ordinance, <br /> but are perceived as irritating by most people. When feasible, developments that abut residential <br /> zones must be designed to shield vehicle maneuvering and loading areas from residential areas <br /> by placement of buildings,berms,etc. <br /> 1 r . <br />
