•
•
PLANNING DIRECTOR DECISION
SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT
SMA13-005
February 3,2014
Applicant: Port of Everett
PO Box 538
Everett,WA 98201
Project Location: 3410 Terminal Avenue
Project Description: Up to 50 new pilings will be driven beneath the existing South Terminal
wharf to increase load bearing capacity. The wharf is used primarily to moor ships, store
containers, and support roll on/roll off operations. The improvements will upgrade the wharf s
load bearing capacity from 550 to 1,000 dead load pounds per square foot.
SEPA Determination: The Port of Everett is acting as SEPA lead agency.
Shoreline Master Program Regulations:
The following regulations from the Everett Shoreline Master Program(SMP)have been found to
be the most applicable to the proposal. The project shall comply with all applicable regulations
in the SMP.
Environmental Designation
The project site is designated Urban Deep Water Port in the Shoreline Master Program. Urban
Deep Water Port is intended to accommodate large scale water-dependent industries, port
facilities and support services that require proximity to navigable waters that can accommodate
deep draft vessels, while ensuring optimal use of industrial shorelines and protecting and
restoring ecological functions.
Section 3—General
1. All exterior lighting, including lighting of signs, shall be directed downward onto the site and
away from other shoreline properties or nearby neighborhoods.
2. All shoreline development shall comply with the City's noise ordinance (EMC 20.08), both
during and after construction. The City may require the applicant to prepare noise studies to
determine if a proposal is in conformance with the ordinance.
3. Warning devices on vehicles (back up beepers) are exempt from the City's noise ordinance,
but are perceived as irritating by most people. When feasible, developments that abut residential
zones must be designed to shield vehicle maneuvering and loading areas from residential areas
by placement of buildings,berms,etc.
1 r .
