• . . , <br /> 50. The Washington State Clean Air Act requires the use of all known, available, and reasonable means <br /> of controlling air pollution, including dust. Dust generated during construction activities can be <br /> controlled by wetting those dust sources such as areas of exposed soils, washing truck wheelsbefore <br /> they leave the site, and installing and maintaining gravel construction entrances. Construction vehicle <br /> track-out is also a major dust source. Any evidence of track-out can trigger violations and fines from the <br /> Department of Ecology or the Puget Sound Clean Air Agency. <br /> 51. The Snohomish County PUD currently has sufficient capacity to serve the proposed development. <br /> However, the existing District facilities in the local area may require upgrading. Cost of any work, new <br /> or upgrade, to existing facilities that is required to connect this proposed development to the District <br /> electric system shall be in accordance with the applicable District policy. The development will be <br /> required to supply the District with suitable locations/easements upon their property for any <br /> underground electrical facilities that must be installed to serve the proposed development. Contact with <br /> the District is recommended prior to design of the proposed project. For information about specific <br /> electrical service requirements, please call the District's Everett office at (425)783-8272 to contact a <br /> Customer Engineer. <br /> 52. The existing billboard within the proposed parking lot must be removed. <br /> 53. Provide a pedestrian connection between the proposed parking lot and the building. <br /> 54. Provide a recorded parking covenant restricting use of the parking lot to WSU prior to issuance of <br /> building permits. <br /> 55. The proposed interim gravel parking lot to be located adjacent to the remaining Index Hall building <br /> on the ECC campus shall be removed within 30 days of occupancy of the WSU building. The area shall <br /> be improved as grass covered open space to prevent erosion or air quality impacts from fugitive dust. <br /> An alternative open space plan may be proposed for review and approval by the Planning Director. If <br /> the interim parking area is proposed to be used for off-street parking after occupancy of the WSU <br /> building, it shall be improved to City standards, including pavement, landscaping and water quality <br /> standards. <br /> 56. Under a previous land use approval (SEPA #10-047), Everett Community College is required to <br /> provide a minimum of 1,830 off-street parking spaces. There are currently 1,896 spaces provided, or 66 <br /> more than required. <br /> Based upon the parking demand for the new building identified in the January 29, 2015 draft Traffic <br /> Impact Analysis, 188 existing off-street parking spaces required for ECC will be removed by <br /> construction of the new building. The TIA also indicates a peak demand for 385 parking spaces for the <br /> new building. <br /> Based upon the combination of these two numbers, an additional 573 off-street parking spaces are <br /> required to mitigate impacts to existing parking supply and meet the demand created by the new <br /> building. The TIA identifies potential mitigation measures to reduce off-street parking impacts, <br /> including opposite peak hours for scheduling classes at WSU (afternoons and evenings) from ECC <br /> (mornings to noon). WSU shall provide additional information about the measures identified in its <br /> parking analysis, or other potential measures, that it will commit to employing to reduce peak demand <br /> 14 / , <br />
