I • <br /> Ted Budden <br /> From: Ted Budden <br /> Sent: Thursday, July 03, 2014 11:36 AM <br /> To: Tony Lee <br /> Subject: 1831 Wetmore Ave. W1407-001 <br /> Tony, <br /> On 7/2/2014 I responded to a concern reported as"Unsafe stairways" in a building located at 1831 Wetmore Ave.The <br /> building was originally constructed in 2001-2002. Records indicate that a permit was issued for a new 4 plex and retail <br /> building on 7/13/2001. Records also indicate that this building has not received final approval or Certificate of <br /> Occupancy. The applicable building code at that time was the 1997 Uniform Building Code. <br /> The concerns are that the stairs are too steep,too irregular, and difficult to use. <br /> In addition to the comments about the stairs it was stated that a resident(@ unit#203) had recently fallen while using <br /> one of the stairs has been seriously injured and is currently hospitalized. <br /> The tenant bringing the concern resides in unit#202, her name is "Katie" @ (916) 862-1669. <br /> While on site another tenant contacted me concerning the stairways, his name is Dylan Herring, @ (425)502 1744. Mr. <br /> Herring resides in unit#201. <br /> Both tenants informed me during my site visit that they are concerned about the safety of the stairways serving the <br /> second floor of the building that provide access to their apartments. <br /> Both tenants asked to be kept informed about our findings and actions. <br /> I measured the two stairways that serve the second floor of the building. Here is a summary of my observations. <br /> 1.The northerly stairway appears to exceed 12 vertical feet of total rise by two to three inches. <br /> 2.The northerly stairway has risers that average 7 inches in rise the top step is however approximately 7 3 inches in rise <br /> the risers are quite irregular and are significantly sloped. <br /> 3.The northerly stairway has tread run dimensions that average 9 inches to approximately 9 1/2 inches. <br /> 4.The easterly stairway has risers that measure an average dimension of approximately 7 1/2 inches. <br /> 5.The easterly stairway has a top step that measures approximately 8 inches of rise. <br /> 6.The easterly stairway has tread run dimensions that average 9 inches. <br /> The treads on this stairway are significantly uneven and one tread was observed to be loose. It was stated to me that <br /> this is the stairway where the tenant had fallen. <br /> My research indicates that the stairways are not compliant with the approved plans on file or the applicable code at the <br /> time of construction. <br /> I am requesting your review and assistance in determining the correct code interpretations and appropriate actions in <br /> this matter. <br /> Thank you <br /> Ted Budden <br />
