SNOHOMISH COUNTY REGIONAL PUBLIC SAFETY COMMUNICATIONS <br /> AGENCY INTERLOCAL AGREEMENT <br /> THIS SNOHOMISH COUNTY REGIONAL PUBLIC SAFETY COMMUNICATIONS <br /> AGENCY INTERLOCAL AGREEMENT (this "Agreement"), incorporating all exhibits <br /> hereto, is entered into by and between the parties that execute this Agreement from time <br /> to time. <br /> RECITALS <br /> WHEREAS, the Southwest Snohomish County Public Safety Communication Agency <br /> ("SNOCOM") is a municipal instrumentality of its members, jointly organized by such <br /> members as a nonprofit corporation under chapter 24.03 of the Revised Code of <br /> Washington("RCW") as expressly authorized by RCW 39.34.030(3)(b); and <br /> WHEREAS, the Snohomish County Police Staff and Auxiliary Services Center <br /> ("SNOPAC") is a municipal instrumentality of its members, jointly organized by such <br /> members as a nonprofit corporation under chapter 24.06 RCW as expressly authorized by <br /> RCW 39.34.030(3)(b); and <br /> WHEREAS, both SNOCOM and SNOPAC provide emergency communication services <br /> on behalf of their member agencies and their combined service territory covers the vast <br /> majority of Snohomish County; and <br /> • WHEREAS, the Boards of Directors of SNOCOM and SNOPAC have investigated the <br /> means by which consolidation of their two emergency communication services <br /> operations may be accomplished for the purpose and benefit of enhancing public safety <br /> and the safety of police, fire and emergency medical services staff responding to <br /> emergencies ("first responders"); and <br /> WHEREAS, the Boards of Directors of SNOCOM and SNOPAC have determined that <br /> consolidation of the two agencies will ensure delivery of emergency communication <br /> services at or above current service levels; deliver such services to the public and first <br /> responders in a highly efficient manner; improve public safety by eliminating the need to <br /> transfer tens of thousands of 911 emergency calls between the two agencies each year; <br /> realize economies of scale through consolidation of activities; promote interagency <br /> collaboration, communication and interoperability; and support efforts to continually <br /> identify means to enhance service delivery over time; and <br /> 1 <br />
