PLANNING COMMISSION RESOLUTION NO. 17-11 <br /> A Resolution Recommending the City Council Amend the Comprehensive Plan <br /> Land Use Designation and Zoning at 1609 Walnut St. <br /> as part of the Annual Docket for 2017-18 <br /> WHEREAS,the City of Everett adopted its first Comprehensive Plan(Plan)under the Washington <br /> State Growth Management Act(GMA)in 1994 and conducted a comprehensive review and update of <br /> the Plan in 2015; and <br /> WHEREAS,the Growth Management Act, codified as RCW 36.70A, generally allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its 2017-2018 annual comprehensive plan amendment <br /> process on July 5,2017. A timely application was filed to amend the comprehensive plan land use <br /> designation from 1.3 Single Family Detached to 1.6 Multiple Family and modify the zoning from R-2 <br /> Single Family Medium Density to R-3 Multiple Family Medium Density to allow a duplex at 1609 <br /> Walnut St.; and <br /> WHEREAS,the Planning Commission held a public hearing on the matter on December 5,2017 at <br /> which time the Commission heard staff's presentation,public comments, and considered the proposed <br /> comprehensive plan map amendment and rezone; and <br /> WHEREAS,the proposed amendments were evaluated consistent with the State Environmental Policy <br /> Act and Chapter 20.04 EMC. <br /> WHEREAS,notice of the proposed amendments to the comprehensive plan was sent to the <br /> Washington State Department of Commerce on November 1,2017 and a letter of receipt was received <br /> on November 2,2017. <br /> WHEREAS,THE PLANNING COMMISSION FINDS: <br /> 1. The proposed map amendments are consistent with GMA goals(RCW 36.70A.020)that encourage <br /> development in urban areas where adequate public facilities and services exist or can be provided <br /> in an efficient manner, and which promote a variety of residential densities and housing types, and <br /> encourage preservation of existing housing stock. <br /> 2. This proposal would implement the following City of Everett Comprehensive Plan policies: <br /> Assure a wide range of housing opportunities(LU 2.1.1); and <br /> Promote increased densities and infill housing types(LU 2.1.2); and <br /> Consider changes to provide a wide range of housing types (H 4.1.1); and <br /> Promote housing alternatives to large lot single-family detached dwelling(H 4.1.2). <br /> Planning Commission Resolution 17-11 Page 1 <br /> December 5,2017 <br />
