2. Municipal Urban Growth Areas (MUGAs) depict future annexation areas for each of the <br /> nine cities in the Southwest Urban Growth Area and are designated by Snohomish <br /> County in Countywide Planning Policies on a MUGA map. <br /> 3. The Everett Planning Area boundaries are entirely within the Municipal Urban Growth <br /> Boundaries adopted by Snohomish County under the authority of RCW 36.70A.100 and <br /> 110. ' <br /> 4. City of Everett comprehensive plan designations are erroneously shown on two <br /> unincorporated areas that are outside of the City's adopted MUGA: Area 1 includes <br /> several large, developed parcels east of Paine Field and Airport Road and west of Kasch <br /> Park extending north-south from approximately 94th St. SW to 100th St. SW. Area 2 <br /> includes two parcels located at the southeast corner of the intersection of 134th St. SW <br /> and Ash Way. <br /> 5. The public health, safety and welfare will be provided for by these amendments <br /> correcting mapped comprehensive plan designations. <br /> 6. The proposed text amendments promote the best long-term interest of the Everett <br /> community by correcting mapped comprehensive plan designations. <br /> 7. Notice was provided consistent with EMC 15.24.150 including timely notice given to the <br /> Washington State Department of Commerce on November 1, 2017. <br /> 8. The City completed environmental review of the proposed Plan amendments consistent <br /> with SEPA procedures including adoption of the Draft Environmental Impact Statement <br /> issued July 20, 2015 and the Final Environmental Impact Statement issued September 4, <br /> 2015 for the Comprehensive Plan 10-Year Update. <br /> 9. Planning Commission held a public hearing on this proposal on December 5, 2017 and <br /> unanimously passed Resolution 17-10, recommending adoption of the proposed map and <br /> text amendment by the City Council. <br /> 10. Any conclusions below that may be construed as a finding is included here as such by <br /> this reference. <br /> WHEREAS, THE CITY COUNCIL CONCLUDES: <br /> 1.
