This regulation was added to the zoning code in 2003, and since that time, one facility has been <br /> located in south Everett, in a C-1 zoned area that was rezoned to E-1 in 2012. <br /> Background Information: In 2016,Therapeutic Health Service (THS) asked the Planning <br /> Commission to initiate consideration of a code amendment to allow a second facility in the City. <br /> (A copy of the staff memo and April 5, 2016 Planning Commission minutes are attached). After <br /> discussions among several City departments,the Mayor and staff are recommending approval of <br /> an amendment to the code that would allow this use in the E-1,E-1 MUO (Mixed Use Overlay) <br /> and BMU (Broadway Mixed Use)zones,with the following special regulation: <br /> (56)Permitted only in the E-1 and E-1 MUO zone areas located south of SR-526,in the <br /> BMU zone located north of 24'x'street,or in a hospital as defined in this title. Only two <br /> opiate substitution treatment facilities may be established in the city. In order for an opiate <br /> substitution treatment facility to be established after July 1, 2017,Review Process II shall be <br /> required. The applicant shall provide with their application a plan describing how the facility <br /> will be managed so as to minimize impacts of the facility on the neighborhood related to <br /> traffic,parking, and public safety. <br /> Public Workshop: The May 2, 2017 Planning Commission meeting has been advertised as a <br /> public workshop to allow the Planning Commission to hear from the public about the proposed <br /> amendment. <br /> Public Hearing June 6,2017: A decision public hearing on the proposed code amendment is <br /> tentatively scheduled for June 6. <br /> Staff Request for Direction: Staff asks the Planning Commission to consider the proposed text <br /> of the code amendment,public comments, and following the Commission's discussion,to <br /> provide direction for any amendments necessary for the June 6 public hearing decision meeting, <br /> or if more information is necessary before the Commission is ready to make a recommendation, <br /> identify what additional information would be helpful before making a decision on the code <br /> amendment. <br />
