C. Discussion. City Administration and staff have discussed the proposed code amendment,the <br /> potential addition of the B-3 area as a location for an OSTF as requested by the Planning <br /> Commission, and the request of DEA to defer a decision on the code amendment. <br /> City Administration and staff support the DEA request to take some additional time to <br /> determine if adding the B-3 zone to the proposed code amendment is in the best long-term <br /> interests of the community. The DEA is an important stakeholder for downtown-related <br /> issues, and the commission's request to staff at the May 2 meeting to add the B-3 zone as an <br /> area where the use could be located merits taking more time before taking any further action. <br /> However,the three tasks identified in the above excerpt from the DEA letter will require <br /> more than 90 days. <br /> The first topic,"perceived versus actual impacts of methadone clinics to nearby businesses <br /> and residents,"is appropriate for this particular code amendment,and could be considered <br /> independent of the other two tasks. <br /> The second topic, "location and dispersion of such clinics in Everett and Snohomish County <br /> relative to demand and access,"has been part of the research staff has been conducting for <br /> the code amendment process,but the DEA letter suggests a broader policy conversation with <br /> other stakeholders in Snohomish County beyond the immediate code amendment process. <br /> The third topic in particular, "the existing and future role of downtown in providing <br /> community services,"is much broader in scope than the current code amendment process, <br /> and may be best addressed as part of the Metro Everett Subarea Plan. <br /> D. Other non-code-related efforts. At the June 20,2017 public hearing,Hil Kaman,the City's <br /> Director of Public Health and Safety,will describe other efforts the City is making, along <br /> with other community partners,to address opiate addiction treatment options in Everett. <br /> E. Recommendation. Staff recommends that the code amendment process be incorporated in <br /> the Metro Everett Subarea planning process,with opiate substitution treatment facilities <br /> being viewed within the context of a larger policy discussion concerning social services in <br /> the greater downtown area. <br /> City staff will conduct outreach to other OSTF stakeholders in Snohomish County, and will <br /> coordinate with DEA and others for input from downtown stakeholders. <br /> 2 <br />
