ALTERNATIVE PLANNING COMMISSION REQUESTED RESOLUTION <br /> (would allow facility in either BMU or B-3 zone) <br /> PLANNING COMMISSION RESOLUTION NO. 17- <br /> i <br /> A Resolution Recommending that the City Council Amend 1 <br /> the Zoning Regulations(EMC Title 19)and <br /> the Local Project Review Procedures(EMC Title 15) <br /> for"Opiate Substitution Treatment Facilities" <br /> WHEREAS,the Planning Commission finds the following: <br /> 1. The Everett Zoning Code currently allows only one opiate substitution treatment facility <br /> in the city; <br /> 2. The existing opiate substitution treatment facility in the city is operating at the maximum <br /> capacity allowed by the State of Washington; <br /> 3. Therapeutic Health Services,which operates the existing facility located in south Everett <br /> has requested that the City amend the Zoning Code to allow a second facility in the city; <br /> 4. There is a significant need in Everett and Snohomish County for additional treatment <br /> capacity for persons suffering from addiction to opiates; <br /> 5. The Planning Commission conducted a public workshop on May 2,2017,to take public <br /> testimony concerning a proposed amendment to the Zoning Code to allow a second <br /> opiate substitution treatment facility in the city; <br /> 6. The Planning Commission conducted a public hearing on June 20,2017, and on 1 <br /> November 7, 2017,to take additional public testimony and consider making a <br /> recommendation to the City Council. <br /> WHEREAS,the Planning Commission concludes the following: <br /> i <br /> 1. The proposed amendment to the Zoning Code is consistent with the Everett Growth <br /> Management Comprehensive Plan; <br /> 2. The proposed amendment bears a substantial relation to public health, safety or welfare; <br /> 3. The proposed amendment to the Zoning Code provides for the best long-term interests of <br /> the Everett community. <br /> Staff Report - Page 11 <br />
