Everett's current code allows only one, and <br /> before a second OSTF may be permitted,states, in part,the following: <br /> "in order for any subsequent opiate substitution treatment facility to be established in the city, the <br /> city must first adopt an essential public facilities siting ordinance Implementing the interlocal <br /> agreement to implement common siting process for essential public facilities, . . ." <br /> The common siting process stated in Everett's regulations refers to a process identified in the now <br /> superseded Countywide Planning Policies (CPPs)as they existed in 2003 when this limitation was added to <br /> Everett's zoning code. Although the CPP's were replaced with a new set of policies that eliminated all <br /> policies related to siting of regional essential public facilities,the issue of fair share still exists, especially <br /> as it relates to a variety of social services within Snohomish County. <br /> The sponsor of the OSTF code amendment has indicated a desire to locate in either north Everett or in the <br /> Marysville-Tulalip area,as that is where the largest concentration of existing clients lives. There are also <br /> additional persons on its waiting list,with many living in the Marysville—Tulalip ZiP code area. My <br /> concern is that this facility is another example of a regional social service ty that <br /> g lookingo the to locate ie n <br /> Everett because other jurisdictions, including those with citizens that are con <br /> service,will not accept their fair share of such facilities. Therefore, before Everettonsid er owhether for tto e <br /> undertake a staff-intensive effort and considerable time to conduct the planning p q <br /> code amendment, I am asking you to please provide me with the following: <br /> 1.
