i
i
i
AVIIMMI'
doemmii
OFFICE OF THE MAYOR Ray Stephanson
Mayor
February 24, 2017
Mayor John Nehring
City of Marysville
1049 State Avenue
Marysville,WA 98270
RE: Opiate substitution treatment facilities
Dear Mayor Nehring:
The City of Everett has been asked to consider an amendment to its zoning regulations to allow a second
opiate substitution treatment facility(OSTF) in the city. Everett's current code allows only one, and
before a second OSTF may be permitted, states, in part, the following:
"in order for any subsequent opiate substitution treatment facility to be established in the city, the
city must first adopt an essential public facilities siting ordinance Implementing the interlocal
agreement to implement common siting process for essential public facilities, . . ."
The common siting process stated in Everett's regulations refers to a process identified in the now
superseded Countywide Planning Policies (CPPs)as they existed in 2003 when this limitation was added to
Everett's zoning code. Although the CPP's were replaced with a new set of policies that eliminated all
policies related to siting of regional essential public facilities, the issue of fair share still exists, especially
as it relates to a variety of social services within Snohomish County.
The sponsor of the OSTF code amendment has indicated a desire to locate in either north Everett or in the
Marysville-Tulalip area,as that is where the largest concentration of existing clients lives. There are also
additional persons on its waiting list, with many living in the Marysville—Tulalip ZiP code area. My
concern is that this facility is another example of a regional social service ty that
g lookingo the to locate ie n
Everett because other jurisdictions, including those with citizens that are con
service, will not accept their fair share of such facilities. Therefore, before Everettonsid er owhether for tto e
undertake a staff-intensive effort and considerable time to conduct the planning p q
code amendment, I am asking you to please provide me with the following:
1. A copy of your current regulations regarding an OSTF, and a map of where such facilities would be
permitted in Marysville.
CITY OF EVERETT• 2930 Wetmore Ave., Suite 10A • Everett, WA 98201 • 425-257-8700 • Fax 425-257-8729
Exhibit 2 -page 8
