The County has adopted land use regulations and <br /> processes that allow for the siting of these types of regional facilities within unincorporated Snohomish County. <br /> An opiate substitution treatment facility would be considered a"Level II or Level IIi Health and Social Services <br /> Facility" and allowed in various areas of unincorporated Snohomish County as either a permitted or conditional <br /> use. If a proposed facility is not allowed under the Health and Social Service Facility regulations,then the use <br /> could be sited within unincorporated Snohomish County utilizing the County's"Essential Public Facilities" land <br /> use regulations. <br /> Health and Social Services Facilities are defined in Snohomish County Code(SCC)30.91H.095. Chapter 30.22 SCC <br /> Uses Allowed in Zones,establishes the zones where this use would be allowed as a conditional use or as a <br /> permitted use. The siting of an opiate substitution treatment.facility as a Level III Health and Social Service <br /> Facility is allowed in at least ten different land use zones within the unincorporated County. These zones are <br /> considered urban zones that are generally centrally located,have access to urban services and served by public <br /> transit.These zones include the Multi-Residential, Neighborhood Business,Planned Community Business, <br /> Community Business,General Commercial,Industrial Park,Light Industrial, Heavy Industrial, Mobile Home Park <br /> and Urban Center zones:The zoning map can be viewed at http://www.snohomishcountvwa.gov/1279/PDS- <br /> GIS. <br /> There are separate review and permitting processes for conditional and permitted uses. Chapter 30.42D SCC <br /> Essential Public Facilities,was adopted in October 2013,to be consistent with the Countywide Planning Policies <br /> and allows for the potential siting of regional and local essential public facilities in any zone within <br /> unincorporated Snohomish County. <br /> Exhibit 2 -page 17 <br />
