I <br /> (1)This chapter establishes a process for identifying,siting and regulating essential public facilities(EPFs). 1 <br /> (2)Nothing in this chapter shall be construed as precluding or delaying the siting of EPFs in contravention of applicable state 1 <br /> law.This chapter shall be interpreted in a manner consistent with the requirements of the Growth Management Act and other <br /> applicable statutes and regulations. <br /> (3)This chapter is intended to ensure that EPFs,as needed to support orderly growth and delivery of public services,are I, <br /> identified,sited and regulated for the public health,safety and welfare in a timely and efficient manner.It is also intended to <br /> provide the county with regulatory authority to require mitigation of impacts that may occur as a result of siting,operating or 1 1 <br /> expanding an EPF but not preclude the siting of an EPF.This chapter is also intended to promote public participation that <br /> will produce future land use decisions.consistent with the Growth Management Act. n 1 <br /> (Added by Ord. 13-067,Sep.25,2013,Eff date Oct. 11,2013) . I i <br /> r <br /> 30.421102,0 Affected jurisdictions,agencies and neighborhood meeting. <br /> (1)The applicant shall conduct at least one neighborhood meeting to discuss the proposed EPF development.The meeting <br /> shall be held at least 30 days before submitting the EPF determination application pursuant to SCC 30.42D.030. <br /> (2)The purpose of the neighborhood meeting is to: <br /> (a)Ensure that an applicant pursues early public participation in conjunction with and prior to the application,giving the I <br /> applicant an opportunity to understand and mitigate any impacts that the proposed development might have;and t <br /> (b)Ensure that neighborhood residents,tribes,cities,towns,special purpose districts,fire and police agencies,water and I <br /> sewer providers,federal,state and local governments and business owners have an opportunity at an early stage to learn i <br /> 1 <br /> about how the proposed development might affect them and to work with the applicant to resolve concerns prior to <br /> submitting an application. I <br /> (3)The applicant is responsible for notifying,facilitating and summarizing the neighborhood meeting pursuant to the <br /> following requirements: t <br /> (a)Public notice for the neighborhood meeting shall include; I ti <br /> I <br /> (i)Date,start time,and location of the meeting; I <br /> (ii)Proposed development name; s l <br /> (iii)Map showing the location of the proposed development and the location of the meeting; <br /> (iv)Description of proposed development;and <br /> (v)Name,address and phone number of the applicant or representative of the applicant to contact for additional i <br /> information. 1 <br /> (b)The public notice must be mailed to the department at least 10 days prior to the neighborhood meeting.The public <br /> notice also shall,at a minimum,be mailed to: i <br /> (i)Each taxpayer of record and each known site address within 1,000 feet of any portion of the boundary of the F I <br /> property on which the EPF is proposed to be located and any contiguous property owned by the applicant; I <br /> (ii)Any city or town whose boundaries are within one mile of the property on which the EPF is proposed to be <br /> located and any contiguous property owned by the applicant;and <br /> (iii)Any affected special purpose districts,fire and police agencies,water and sewer providers,federal,state and <br /> local governments. r <br /> (c)The department,upon request,shall provide the applicant with necessary names and addresses or mailing labels.The <br /> applicant shall reimburse the department for any costs associated with this request consistent with department <br /> procedures. Y <br /> (d)The neighborhood meeting shall be held at a location accessible to the public and within a reasonable distance from <br /> the boundary of the proposed development, <br /> (e)At a minimum the applicant shall provide at the neighborhood meeting: <br /> (i)Conceptual graphic presentation depicting the layout and design of the proposed development; <br /> Exhibit 2 -page 21 <br />
