MEMORANDUM <br /> • <br /> TO: Planning Commissio " :75-FROM: Allan Giffen,Planning Director`% <br /> DATE: November 28,2017 <br /> SUBJECT: Background Materials—State process for siting opiate substitution facility <br /> Attached are a number of materials from the RCW and WAC,and materials provided by DSHS <br /> concerning the licensing of an opiate treatment facility. The purpose of providing you this information is <br /> to let the public know that there is a process mandated under state law that DSHS must follow when <br /> considering an application for siting a methadone clinic. <br /> The attached materials indicate that an opiate service provider must conduct a public outreach process' <br /> with the city council,and with business and neighborhood interests in the vicinity of a proposed clinic site <br /> to meet with neighbors,document concerns stated during the public meeting,and to develop a response to <br /> concerns raised during the public outreach process. This must all take place before submitting an <br /> application to the State. <br /> If another methadone clinic is proposed in Everett,the steps identified in the attached materials would <br /> have to take place and businesses,residents and neighbors will have the opportunity to participate in the <br /> processes outlined. <br />
