Statewide treatment and operating standards for opioid treatment programs—Evaluation <br /> and report. <br /> (1)The department, in consultation with opioid treatment program service providers and <br /> counties and cities, shall establish statewide treatment standards for certified opioid treatment <br /> programs. The department shall enforce these treatment standards. The treatment standards shall <br /> include,but not be limited to,reasonable provisions for all appropriate and necessary medical <br /> procedures, counseling requirements,urinalysis, and other suitable tests as needed to ensure <br /> compliance with this chapter. <br /> (2)The department,in consultation with opioid treatment programs and counties, shall <br /> establish statewide operating standards for certified opioid treatment programs. The department <br /> shall enforce these operating standards. The operating standards shall include, but not be limited <br /> to,reasonable provisions necessary to enable the department and counties to monitor certified <br /> and licensed opioid treatment programs for compliance with this chapter and the treatment <br /> standards authorized by this chapter and to minimize the impact of the opioid treatment programs <br /> upon the business and residential neighborhoods in which the program is located. <br /> (3)The department shall analyze and evaluate the data submitted by each treatment program <br /> and take corrective action where necessary to ensure compliance with the goals and standards <br /> enumerated under this chapter. Opioid treatment programs are subject to the oversight required <br /> for other substance use disorder treatment programs, as described in this chapter. <br /> [2017 c 297 § 16;2003 c 207 § 6; 2001 c242 § 3; 1998 c 245 § 135; 1995 c 321 § 3; 1989 c 270 <br /> 22.Formerly RCW 70.96A.420.] <br /> WAC 388-877B-0400 <br /> Substance use disorder opiate substitution treatment services—General. <br /> The rules in WAC 388-877B-0400 through WAC 388-877B-0450 apply to behavioral health agencies <br /> that provide substance use disorder opiate substitution treatment services.The definitions in WAC 388- <br /> 877-0200 also apply to substance use disorder opiate substitution treatment services.The department <br /> requires all agencies and providers affected by this rule to fully comply with the applicable requirements <br /> in chapter 388-877 WAC,chapter 388-877A WAC, chapter 388-877B WAC,and chapter 388-877C WAC <br /> no later than September 1,2013. <br /> (1) Opiate substitution treatment services include the dispensing of an opioid agonist treatment <br /> medication,along with a comprehensive range of medical and rehabilitative services,when clinically <br /> necessary,to an individual to alleviate the adverse medical, psychological, or physical effects incident to <br /> opiate addiction.These services include detoxification treatment and maintenance treatment. <br /> (2)An agency must meet all the certification requirements in WAC 388-877B-0405 in order to <br /> provide opiate substitution treatment services and: <br /> (a) Be licensed by the department as a behavioral health agency; <br /> (b)Meet the applicable behavioral health agency licensure, certification, administrative, personnel, <br /> and clinical requirements in chapter 388-877 WAC, Behavioral health services administrative <br /> requirements; and <br /> (c) Have policies and procedures to support and implement the: <br /> 2 <br />
