Regulatory Requirements <br /> Primary Rule for the Certification Process for OTPs <br /> • The laws,rules,and procedures for the <br /> certification process of opiate substitution <br /> treatment programs(OTP)include: • The 2001 Washington State Legislature passed <br /> legislation that changed chapter 70.96A RCW the <br /> —42 Code of Federal Regulations(CFR)Part 8 TREATMENT FOR ALCOHOLISM, INTOXICATION, <br /> —Chapter 71.24 RCW AND DRUG ADDICTION. <br /> —Chapter 388-877&877B Washington • Prior to the change in law,counties determined <br /> Administrative Code(WAC) whether a program would be located within a <br /> —CSAT"Guidelines for the Accreditation of specific county. The law now requires the <br /> Opioid Treatment Programs';and department to certify a program within a county <br /> and requires the department to complete nine <br /> —DBHR Certification Section Procedure CS-21 steps in the certification process. <br /> Those are: Step 2 <br /> Step 1 <br /> • Certify only programs that will be sited in <br /> • Consult with the county or city legislative authority accordance with the appropriate county or city land <br /> in which the applicant proposes to locate a use ordinance.
