WHEREAS, the Planning Commission sponsored a text change to the Land Use Element of the <br />Comprehensive Plan to make the A-1 Agriculture Zone an implementing zone to the 1.1 Single <br />Family Detached 3-5 du/acre land use designation in the area west of Lowell Larimer Road, <br />which is characterized by significant critical areas; and <br />WHEREAS, The Mukilteo School District and the Everett School District submitted requests to <br />have their 2006-2011 Capital Facilities Plans incorporated by reference in the Capital Facilities <br />and Utilities Element of the Comprehensive Plan, which is necessary, in part, to provide the <br />school districts authority to assess school mitigation fees for residential development; and <br />WHEREAS, the City's Transportation Advisory Committee has reviewed and recommended the <br />adoption of the Transportation Element as an amendment of the Comprehensive Plan; and <br />WHEREAS, the Mukilteo and Everett School Districts reviewed the environmental impacts of <br />the proposed amendments Capital Facilities and Utilities Element the Everett Growth <br />Management Comprehensive Plan pursuant to the State Environmental Policy Act (SEPA), and <br />issued Determinations of Non -Significance for their Capital Facilities Plans updates; and <br />WHEREAS, the City has reviewed the environmental impacts of the proposed amendments to <br />the Transportation Element, the Urban Design and Historic Preservation Element, and the Land <br />Use Element of the Everett Growth Management Comprehensive Plan pursuant to the State <br />Environmental Policy Act (SEPA), and issued Determinations of Non -Significance for all of the <br />proposals (SEPA 06-049, 06-048, and 05-029) and <br />WHEREAS, the Planning Commission considered all of the proposed 2006 Comprehensive <br />Plan docket amendments, including land use designation amendments, rezones, and text changes, <br />so that the cumulative effects of all amendments have been fully ascertained, as required by the <br />Growth Management Act; and <br />WHEREAS, the City has encouraged public participation in the consideration of amendments to <br />the Comprehensive Plan as required by the Growth Management Act through a variety of <br />procedures, including SEPA review, Planning Commission workshops, outreach to <br />neighborhood, business and civic groups, mailings, legal publications, and postings on the City's <br />website; and <br />WHEREAS, the Planning Commission held public hearings on the proposal on May 15, 2007 <br />and June 5, 2007; and <br />WHEREAS, the Planning Commission recommended that the City Council approve the <br />proposed text changes to the Transportation Element, Land Use Element, Urban Design and <br />Historic Preservation Element, and Capital Facilities and Utilities Element of the Growth <br />Management Comprehensive Plan; and <br />WHEREAS, the City Council has conducted a public hearing to review the recommendations of <br />the Planning Commission and to take additional public testimony; and <br />
