EVERETT COMPREHENSIVE PLAN <br />III. Transportation Goal, Objectives, and Policies <br />A. Goal and Objectives of the Transportation Element <br />The Transportation Element of the Comprehensive Plan emphasizes an improved balance among <br />the various modes of travel. In order to achieve this balance, transportation investments and <br />programs are selected and designed to support changes that are consistent with the higher <br />density, more people -oriented land use vision of Everett in 2025. This new vision is pursued <br />with limited financial resources and with Everett accepting its fair share of regional growth, <br />which translates into more travel and higher levels of congestion, but with more travel options <br />available. <br />Transportation Element Goal <br />The goal of the Transportation Element is to promote a balanced, affordable, reliable, <br />convenient and efficient transportation system that supports the land use vision of the <br />Everett Comprehensive Growth Management Plan. <br />Transportation Element Objectives <br />There are five objectives in the Transportation Element to achieve the overall goal, and the <br />policies are grouped under these. <br />1. Expand multi -modal travel opportunities <br />2. Develop appropriate design standards and procedures <br />3. Develop appropriate level of service standards <br />4. Minimize environmental and community impacts <br />5. Coordinate the plans with other jurisdictions. <br />B. Principles and Policies of the Transportation Objectives <br />Objective #1: Expand Multi -Modal Travel Opportunities <br />Plan, finance and maintain a multi -modal transportation system that provides expanded <br />travel opportunities for transit, pedestrian, bicycle and ride -sharing while accommodating <br />private automobile use and supporting economic development within the community. <br />The level -of -service requirement of the Growth Management Act is applied in Everett by using <br />both technically -based capacity measurements and policy -based assumptions for the use of <br />transit, ridesharing and non -motorized travel. Policy -based assumptions are particularly <br />important where significant changes in travel behavior are desired and where more attention is <br />focused on the movement of people throughout the system. <br />This calls for expanding the role of transit, ridesharing and non -motorized travel services and <br />facilities in both their use and in the measurement of system capacity. <br />Objective #1 Planning Principles: <br />• Develop an integrated public transit plan including local bus and trolley routes and <br />regional bus, light rail and other high-capacity transit and commuter rail systems serving <br />key urban centers and higher density land uses. <br />TRANSPORTATION ELEMENT 32 <br />
