EVERETT COMPREHENSIVE PLAN <br />and subsequent federal funding provisions, the Clean Air Washington Act and other <br />relevant legislation, the City of Everett will commit to work with the PSRC, the WSDOT, <br />transit agencies and other jurisdictions in the development of transportation control <br />measures and other transportation and air quality programs where warranted. <br />Obiective #5: Coordination of Plans and Improvements <br />Establish and maintain an efficient coordination process for identifying, reviewing <br />and resolving inter -jurisdictional transportation concerns in or affecting Everett's <br />Planning Area. <br />The Growth Management Act requires local plans and programs to be closely coordinated <br />with other local, regional and state plans and programs. This requirement is founded on <br />the assumption that each jurisdiction in the region is part of a whole and that the actions of <br />one jurisdiction affects and is affected by other jurisdictions. <br />Objective #5: Planning Principles: <br />• Coordinate transportation planning and investment decisions with the County, the <br />State and neighboring jurisdictions, including the use of interlocal agreements. <br />• Establish a development review process that views local, countywide and regional <br />decisions as an integrated growth management system with common and mutually <br />beneficial purposes. <br />• Establish an inter urisdictional capital improvement programming process that <br />assures that the new growth management concepts are effectively supported by <br />transportation decisions. <br />• Encourage the establishment of a countywide mitigation program with comparable <br />fees, shared financing responsibilities and similar procedural requirements. <br />Objective #5: Policies: <br />Coordination <br />5.1. Coordinate the planning, design and financing of transportation systems with the <br />transportation and land use plans of neighboring jurisdictions in order to identify <br />opportunities to maximize benefits with limited financial resources. <br />5.2. Participate in planning, design, funding, and development of a regional high capacity <br />transit system as a travel option for regional passenger travel and to reduce reliance on the <br />single occupant vehicle. <br />5.3. Coordinate decisions on regional high capacity transit rights-of-way and their <br />connections to other regional facilities within the city limits with other jurisdictions in the <br />region in order to maximize transit investment benefits that enhance the City's land use and <br />transportation goals and visions. <br />5.4. Alignments for a future regional high capacity transit system should be based on <br />criteria that are guided by the City's preferred land use vision, population and employment <br />distribution and opportunities and potential for redevelopment. <br />5.5. City arterials should not be designed or managed to serve as primary alternative routes <br />for regional through trips. <br />TRANSPORTATION ELEMENT 43 <br />
