* Director means the Director of the Snohomish County Department of Planning and <br />Development Services (PDS), or the Director's designee. <br />District means Everett School District No. 2. <br />* District Property Tax Levy Rate means the District's current capital property tax rate per <br />thousand dollars of assessed value. <br />* Dwelling Unit Type means (1) single-family residences, (2) multi -family one -bedroom <br />apartment or condominium units and (3) multi -family multiple -bedroom apartment or <br />condominium units. <br />* Encumbered means school impact fees identified by the District to be committed as part of the <br />funding for capital facilities for which the publicly funded share has been assured, development <br />approvals have been sought or construction contracts have been let. <br />* Estimated Facility Construction Cost means the planned costs of new schools or the actual <br />construction costs of schools of the same grade span recently constructed by the District, <br />including on-site and off-site improvement costs. <br />* Facility Design Capacity means the number of students each school type is designed to <br />accommodate, based on the District's standard of service as determined by the District. <br />FTE (Full Time Equivalent) is a means of measuring student enrollment based on the number <br />of hours per day in attendance at District schools. A student is considered one FTE if he/she is <br />enrolled for the equivalent of a full schedule each school day. Most kindergarten students attend <br />half-day programs and therefore are counted as 0.5 FTE. For purposes of this Capital Facilities <br />Plan, all other grades are considered to contain one FTE per student. <br />GFA (per student) means the Gross Floor Area per student. <br />* Grade Span means a category into which the District groups its grades of students (e.g., <br />elementary, middle or junior high, and high school). Grade spans for the Everett School District <br />include grades K-5 for elementary level, grades 6-8 for middle school and grades 9-12 for senior <br />high school. <br />* Growth Management Act/GMA means the Growth Management Act, Chapter 17, Laws of the <br />State of Washington of 1990, 1 st Ex. Sess., as now in existence or as hereafter amended. <br />* Interest Rate means the current interest rate as stated in the Bond Buyer Twenty -Bond General <br />Obligation Bond Index. <br />* Land Cost Per Acre means the estimated average land acquisition cost per acre (in current <br />dollars) based on recent site acquisition costs, comparisons of comparable site acquisition costs <br />in other districts, or the average assessed value per acre of properties comparable to school sites <br />located within the District. <br />* Multi -Family Dwelling Unit means any residential dwelling unit that is not a single-family unit <br />as defined by the ordinance. 2 <br />OFM means Washington State Office of Financial Management. <br />2 For purposes of calculating Student Generation Rates, assisted living or senior citizen housing is not included in this <br />definition. <br />Everett School District 2-2 Capital Facilities Plan <br />
