* Director means the Director of the Snohomish County Department of Planning and Development Services (PDS), or the Director's designee. District means Everett School District No. 2. * District Property Tax Levy Rate means the District's current capital property tax rate per thousand dollars of assessed value. * Dwelling Unit Type means (1) single-family residences, (2) multi -family one -bedroom apartment or condominium units and (3) multi -family multiple -bedroom apartment or condominium units. * Encumbered means school impact fees identified by the District to be committed as part of the funding for capital facilities for which the publicly funded share has been assured, development approvals have been sought or construction contracts have been let. * Estimated Facility Construction Cost means the planned costs of new schools or the actual construction costs of schools of the same grade span recently constructed by the District, including on-site and off-site improvement costs. * Facility Design Capacity means the number of students each school type is designed to accommodate, based on the District's standard of service as determined by the District. FTE (Full Time Equivalent) is a means of measuring student enrollment based on the number of hours per day in attendance at District schools. A student is considered one FTE if he/she is enrolled for the equivalent of a full schedule each school day. Most kindergarten students attend half-day programs and therefore are counted as 0.5 FTE. For purposes of this Capital Facilities Plan, all other grades are considered to contain one FTE per student. GFA (per student) means the Gross Floor Area per student. * Grade Span means a category into which the District groups its grades of students (e.g., elementary, middle or junior high, and high school). Grade spans for the Everett School District include grades K-5 for elementary level, grades 6-8 for middle school and grades 9-12 for senior high school. * Growth Management Act/GMA means the Growth Management Act, Chapter 17, Laws of the State of Washington of 1990, 1 st Ex. Sess., as now in existence or as hereafter amended. * Interest Rate means the current interest rate as stated in the Bond Buyer Twenty -Bond General Obligation Bond Index. * Land Cost Per Acre means the estimated average land acquisition cost per acre (in current dollars) based on recent site acquisition costs, comparisons of comparable site acquisition costs in other districts, or the average assessed value per acre of properties comparable to school sites located within the District. * Multi -Family Dwelling Unit means any residential dwelling unit that is not a single-family unit as defined by the ordinance. 2 OFM means Washington State Office of Financial Management. 2 For purposes of calculating Student Generation Rates, assisted living or senior citizen housing is not included in this definition.
