Section 1: Purpose <br /> A. The City Council declares that the purpose of this ordinance is to: <br /> (1) Set forth a procedure designating certain land use actions within the <br /> Southwest Everett Subarea as "planned actions" consistent with state law 43.21C.031 RCW; <br /> (2) Provide the public with an understanding as to what constitutes a <br /> planned action and how land use applications which qualify as planned actions will be <br /> processed by the City; <br /> (3) Streamline and expedite the land use permit review process by relying <br /> on completed and existing detailed environmental analysis for certain land uses allowed in the <br /> Southwest Everett Subarea; and to <br /> (4) Combine environmental analysis with land use planning. <br /> It is the express purpose of this ordinance that all the City's development codes be <br /> applied together with the plan and mitigation framework described in Section 5 of this <br /> ordinance for the purpose of processing planned actions. <br /> Section 2: Findings <br /> A. The City Council finds that: <br /> (1) The Southwest Everett Subarea Plan and Environmental Impact <br /> Statement (Subarea Plan and EIS) have addressed all the significant environmental impacts <br /> associated with the land uses allowed by development regulations and described in the plan; <br /> (2) The thresholds described in the plan are adequate to identify significant <br /> adverse environmental impacts not analyzed in the Subarea Plan and EIS; <br /> (3) The mitigation measures contained in the mitigation decision document, <br /> attachment "A" to this ordinance, together with the City's development standards, are <br /> adequate to mitigate the significant adverse environmental impacts. <br /> (4) The expedited permit review procedure set forth in the Subarea Plan and <br /> EIS is and will be a benefit to the public, protects the environment and enhances economic <br /> development; <br /> (5) It is in the public interest to implement this permit procedure; <br /> (6) Public involvement and review of this Subarea Plan and EIS have been <br /> extensive and adequate to ensure that the plan bears a substantial relationship to the public <br /> interest, health, safety, and welfare; and <br /> (7) The uses allowed by City development regulations in the zoning <br /> classifications in the Southwest Everett Subarea will implement the Subarea Plan. <br />
