8. Temporary slopes within native glacial soils shall be limited to a maximum angle of 1/2 foot <br /> horizontal (H) to 1 foot vertical (V). Temporary slopes within fill soils shall be limited to a <br /> maximum angle of 1H:1V. Temporary slopes must be covered with an impermeable membrane, <br /> such as visqueen or mulch, in order to prevent precipitation from coming in contact with the soils. <br /> (SEPA Earth and Water Policies) <br /> Permanent slopes steeper than 25% shall be designed by a professional civil or geotechnical <br /> engineer. The design should present appropriate erosion control measures which may include: <br /> hydroseeding, erosion control blankets, rip-rap,jute matting, and visqueen. (SEPA Earth and <br /> Water Policies) <br /> 9. Grading/filling must not adversely affect the hydrology of streams and existing or created wetlands. <br /> (SEPA Earth and Water Policies) <br /> 10. Grading/filling on-site shall not adversely affect adjoining sites. (SEPA Earth and Water Policies) <br /> 11. Clearing limits shall be staked, flagged, and/or fenced off prior to initiation of any clearing or land <br /> alteration activities as approved by the Engineering and Public Services Inspector. Where the <br /> clearing limit is the edge of a geologically hazardous area or its buffer, the clearing limit shall be <br /> fenced during construction with a chain link or solid wooden fence a minimum of 4 feet high. <br /> Following completion of construction and prior to issuance of occupancy permits, a permanent <br /> fence must be provided along the edge of the buffer. The fence must be split rail or an alternative <br /> design approved by the Planning Director. Environmentally sensitive areas signs must be posted <br /> on the fence. Project proponents should try to retain topsoil on sites to the maximum extent feasible. (SEPA <br /> Earth and Water Policies) <br /> Section 4: SURFACE/GROUNDWATER, PLANTS AND <br /> ANIMALS <br /> 4.1 Threshold <br /> If a priority species is mapped on or within 300 feet of a site or documented on the site by a qualified <br /> individual, additional SEPA review may be required. This will require coordination with the <br /> Department of Fish and Wildlife to determine appropriate mitigation measures. These may include, but <br /> are not limited to, seasonal restriction on construction, provision of buffers, and preservation of <br /> existing vegetation. <br /> Note: If an endangered plant or wildlife species is found on a site prior to or during development, the <br /> developer must comply with all applicable federal, state, and local regulations, including preparation of <br /> 16 <br />
