Attachment A to Ordinance as/3 9'7' <br /> SOUTHWEST EVERETT SUBAREA PLAN <br /> MITIGATION DECISION DOCUMENT <br /> Section 1: LAND USE <br /> 1.1 Thresholds <br /> Height of Buildings/Structures <br /> Additional SEPA analysis is required for any structure that the FAA determines may have a significant <br /> adverse effect on navigable airspace around Paine Field Airport. <br /> Additional SEPA analysis is required for any project located in the M-1 zone east of Hardeson Road <br /> with a proposed building height greater than 65 feet. The analysis must assess impacts to views from <br /> the residential areas to the south and east. <br /> Permitted and Accessory Uses <br /> Tables 1-1 and 1-2 list the permitted uses and accessory uses/activities covered in this EIS analysis. If <br /> a permitted use or accessory use is not covered in this EIS analysis (as shown in the right column of <br /> Table 1-1 and Table 1-2), additional SEPA review will be required. However, any information in this <br /> EIS that is applicable to the impacts associated with that use will be adopted in those individual SEPA <br /> reviews, and new analysis will cover only those issues not addressed in this EIS. If the Planning <br /> Director determines that an unlisted use is similar in nature to a listed use, the Director may allow the <br /> use without additional SEPA analysis (see Unlisted Uses below). <br /> The list of permitted uses in Table 1-1 is meant to be a general summary. See the City of Everett <br /> Zoning Code for exact language and specific definitions of uses. Many of the uses are permitted <br /> subject to standards and/or specific prohibitions, and the standards often vary from zone to zone. Also <br /> please note that some City of Everett zones allow subsets of uses; while those uses are not specifically <br /> called out in other zones, they may be permitted under a different name. For example, the C-2 and M- <br /> 1 zones allow boat building. While not specifically listed as a permitted use, boat building would also <br /> be permitted in the M-M and M-2 zones under the Manufacturing and Heavy Manufacturing <br /> categories. <br /> Some properties in the Subarea have special limitations on uses permitted on the site. This includes <br /> properties with concomitant agreements to rezone ordinances, master plans, and the Merrill Creek <br /> Centre property on Hardeson Road. These limitations are not specified in Table 1-1, but still apply as <br /> long as the agreements are in effect. See Section 2.4 of the EIS for a description of projects that have <br /> limitations on uses beyond that listed in the Zoning Code. These projects all received some type of <br /> approval prior to the time the current City of Everett Zoning Code was in place. <br /> Developments within the subarea must comply with the Zoning Code requirements in effect at time of <br /> application. <br />
