March 16, 2016 <br /> Council Member Murphy asked if any delays were expected beyond the <br /> number of allowable days in the contract. <br /> Dave Davis, Public Works, stated that he will provide Council with this <br /> information. <br /> Authorize the Mayor to sign Change Order No. 2 with lnterwest <br /> Construction for Sewer System Replacement and Capacity <br /> Improvements Sewer "M" in the amount of$1,002,259.68 including <br /> Washington State sales tax. <br /> Presented by Dave Davis, Public Works <br /> Council Member Tuohy inquired about the anticipated completion date. <br /> Dave Davis, Public Works, stated that he will check with the working <br /> crews and report back to the Council. <br /> PUBLIC HEARING — COUNCIL BILL 1602-11: <br /> President Murphy opened a public hearing regarding Council Bill No. <br /> 1602-11, a proposed ordinance establishing a limit on the number of retail <br /> marijuana stores in the City of Everett, and amending Ordinance No. <br /> 3443-15. <br /> Allan Giffen, Planning, provided a brief overview of the proposed <br /> ordinance. <br /> President Murphy stated that he received comments from Megan Dunn, of <br /> Everett, in opposition to the proposed ordinance. <br /> President Murphy invited public comment. <br /> Kent Peverly, Dennis Dodder, Mark Staab, Alan Poul, Mark Bigelow, Heidi <br /> Bigelow, Jessica Jordan, all of Everett; and Bob McGower, of Snohomish, <br /> spoke in support of the proposed ordinance. <br /> Jim MacRae, of Woodinville; Andronetta Douglass and Jamie Douglass, of <br /> Bellingham; Sean O'Sullivan, of Lake Stevens; Karen McCormick, of <br /> 89 <br />
