The first floor will <br /> feature two three bedroom residential units and the second floor will feature <br /> three residential units (one studio,one-one bedroom and one-four bedroom.) <br /> Zoning: R-4,Multiple Family High Density,Core Residential Area <br /> Background: On December 1, 2014, land use permit REVI 14-017 was approved and issued to the <br /> applicant, Stoyan Mitrachkov.. The permit included the conversion of the 1,620 square foot ground <br /> floor offices to two—three bedroom residential units. Three parking spaces were available on site via a <br /> three-car garage. Six parking stalls were required for the four residential units, reducing the <br /> nonconforming parking required for the office and residential uses by one stall. <br /> Though building permits were submitted for the office conversion in 2014,permits were never issued <br /> and the applicant withdrew for financial purposes. In February 2016, the applicant submitted a <br /> building permit, BW1602-001, .for five residential units instead of the four units approved via REVI <br /> 14-017. <br /> In review of the application, the Planning Department determined that the proposed change of use <br /> would not increase the existing parking nonconformities on site. The five residential units proposed <br /> require a total of seven parking stalls. Four have been certified as nonconforming and three are <br /> provided on site. <br /> DECISION: The Planning Director APPROVES with CONDITIONS a five-unit residential <br /> building at 2301 Colby Avenue.
