Ted de Budden <br /> From: Ted de Budden <br /> Sent: Tuesday, September 27, 2016 4:29 PM <br /> To: Donald Cunningham <br /> Subject: 2404 Ravenna St. <br /> Don, <br /> Here is a summary of my observations made during the inspection conducted with you this afternoon at 2404 Ravenna <br /> St. <br /> Permit and tax records indicate that this building is officially recognized and identified as a single family residence with <br /> two bedrooms one bathroom and an unfinished basement. <br /> As we learned today the basement area of the building has been altered at some point in the past to create a separate <br /> dwelling unit with two additional sleeping rooms, a kitchen, bathroom, laundry room and living area. <br /> According to our records this alteration work has been conducted without required permits or approvals. <br /> Serious code violations and life safety concerns were observed in the basement apartment as <br /> follows: <br /> 1.The two bedrooms located in the basement apartment lack required emergency escape and rescue openings. (IPMC <br /> section 702.4) <br /> These rooms are not safe nor approved for habitable space. <br /> 2.Smoke alarms are not installed in any of the sleeping rooms in this building as required by code. (IPMC section 704.2) <br /> 3.The main electrical service panel is located in the basement apt unit.This location precludes occupants of the upper <br /> apt unit from having direct and required access to this electrical equipment. <br /> This condition is a violation of code. (IPMC section 605.1 and the NEC) <br /> 4.A gas fired hot water heater and forced air furnace is located in the basement apartment.These appliances serve both <br /> apartments without required separation.These gas appliances are located in a mechanical closet without a required and <br /> approved combustion air source. <br /> These appliances as installed are unsafe equipment as defined by code. (IPMC section 108.1.2) <br /> This is not a complete list of all the deficiencies within the structure.Additional code violations likely exist within this <br /> building. <br /> The alterations to this building have been conducted in violation of code and have created an unlawful and unsafe <br /> structure as defined by code.
