Remove and dispose all soil cuttings from <br /> the site. <br /> c. Perform laboratory tests on representative samples of the soils, including tests for moisture <br /> content, density, and particle size distribution. <br /> d. Evaluate pertinent physical and engineering characteristics of the soils based on the results <br /> of the field exploration, laboratory testing and experience. <br /> 4. Provide Geotechnical Design Recommendations <br /> a. Describe site conditions including detailed subsurface soil conditions encountered based on <br /> results of Tasks 1 and 3 above. Provide a geologic description of the area based on <br /> published information and geotechnical consultant's experience in the area. <br /> b. Provide recommendations for earthwork and site preparation including suitability of on-site <br /> soils for reuse in trench backfill, placement and compaction of trench backfill, and mitigation <br /> of unsuitable soil conditions. Include an evaluation of the effects of weather and/or <br /> construction equipment on site soils. <br /> c. Perform engineering analyses and provide conclusions and recommendations for <br /> conventional trenching techniques including the following: <br /> • Geotechnical parameters for trench shoring design including lateral pressures, and <br /> partial shoring considerations; <br /> • Excavation and temporary slope considerations; <br /> • Pipe support including bedding and backfilling, the presence of inadequate pipe <br /> foundation conditions such that over-excavation may be necessary; and <br /> • Construction dewatering considerations including depth to groundwater observed <br /> during drilling and estimated permeability coefficients based on laboratory sieve <br /> analyses. <br /> • Recommendation for seismic design considerations including site coefficient and <br /> ground acceleration for the W Mukilteo Boulevard borings. <br /> 5. Geotechnical Communications, Design Report and Meetings <br /> a. Provide a Statement of Qualifications, not to exceed four pages, indicating ability to perform <br /> the tasks as noted in this RFP. Also include short resume of key personnel. <br /> b. Provide a summary of subsurface conditions encountered as information becomes available. <br /> c. Prepare a written report presenting conclusions and recommendations along with supporting <br /> boring logs, laboratory data, and other appropriate figures. <br /> 6. Project Milestones <br /> d. Provide detailed schedule based on March 1, 2018 NTP and final report submission on or <br /> before May 31, 2018. <br /> 7. Prevailing Wages <br /> a. Prevailing wages will apply to all drilling and traffic control labor operations. <br /> 8. Proposal Price <br /> a. Proposal price will be determined based on consultants estimated level of effort hours <br /> submitted times Consultants DSC times Consultants' audited overhead and profit plus <br /> expenses. COE allows a 5% markup on subcontractor's fees and no markup on expenses. <br /> b. Include a $2,000 contingency in total Proposal Price to allow for minor overruns or minor <br /> scope of work changes. <br /> 9. Proposal Award <br /> a. Schedule will be a factor in selecting firm provided price is within 10% of the lowest proposal <br /> and final submission deadline is two weeks or more earlier than the lowest priced proposal. <br />
