Remove and dispose all soil cuttings from the site. c. Perform laboratory tests on representative samples of the soils, including tests for moisture content, density, and particle size distribution. d. Evaluate pertinent physical and engineering characteristics of the soils based on the results of the field exploration, laboratory testing and experience. 4. Provide Geotechnical Design Recommendations a. Describe site conditions including detailed subsurface soil conditions encountered based on results of Tasks 1 and 3 above. Provide a geologic description of the area based on published information and geotechnical consultant's experience in the area. b. Provide recommendations for earthwork and site preparation including suitability of on-site soils for reuse in trench backfill, placement and compaction of trench backfill, and mitigation of unsuitable soil conditions. Include an evaluation of the effects of weather and/or construction equipment on site soils. c. Perform engineering analyses and provide conclusions and recommendations for conventional trenching techniques including the following: • Geotechnical parameters for trench shoring design including lateral pressures, and partial shoring considerations; • Excavation and temporary slope considerations; • Pipe support including bedding and backfilling, the presence of inadequate pipe foundation conditions such that over-excavation may be necessary; and • Construction dewatering considerations including depth to groundwater observed during drilling and estimated permeability coefficients based on laboratory sieve analyses. • Recommendation for seismic design considerations including site coefficient and ground acceleration for the W Mukilteo Boulevard borings. 5. Geotechnical Communications, Design Report and Meetings a. Provide a Statement of Qualifications, not to exceed four pages, indicating ability to perform the tasks as noted in this RFP. Also include short resume of key personnel. b. Provide a summary of subsurface conditions encountered as information becomes available. c. Prepare a written report presenting conclusions and recommendations along with supporting boring logs, laboratory data, and other appropriate figures. 6. Project Milestones d. Provide detailed schedule based on March 1, 2018 NTP and final report submission on or before May 31, 2018. 7. Prevailing Wages a. Prevailing wages will apply to all drilling and traffic control labor operations. 8. Proposal Price a. Proposal price will be determined based on consultants estimated level of effort hours submitted times Consultants DSC times Consultants' audited overhead and profit plus expenses. COE allows a 5% markup on subcontractor's fees and no markup on expenses. b. Include a $2,000 contingency in total Proposal Price to allow for minor overruns or minor scope of work changes. 9. Proposal Award a. Schedule will be a factor in selecting firm provided price is within 10% of the lowest proposal and final submission deadline is two weeks or more earlier than the lowest priced proposal.
