Closeout requirements comprise all actions <br /> required to demonstrate to the County's satisfaction that all terms and <br /> conditions of this Agreement have been fulfilled, including, but not limited to, <br /> disposition of tangible property and provision of reports and data. <br /> I. Capitalized Terms <br /> All capitalized terms used but not defined herein shall have the meanings <br /> ascribed to them in 24 CFR Part 92. In addition, the meanings of capitalized <br /> terms defined herein are qualified in their entirety by reference to the <br /> definitions contained in 24 CFR Part 92. <br /> II. PROGRAM REQUIREMENTS <br /> A. Uniform Administrative Requirements <br /> As required by 24 CFR § 92.505, the Agency shall conform its performance <br /> under this Agreement to the applicable parts of 2 CFR § 200 as they relate to <br /> the acceptance and use of Federal funds under this Agreement. <br /> B. Other Federal Requirements <br /> The Federal requirements set forth in 24 CFR § 92.350 are applicable to the <br /> Agency as a participant in the HOME Program. The requirements of that <br /> section include: <br /> 1. Nondiscrimination and equal opportunity; <br /> 2. Disclosure requirements; <br /> 3. Debarred, suspended or ineligible contractors; and <br /> 4. Drug-free workplace. <br /> The Federal nondiscrimination requirements set forth at 42 U.S.C. § 12832 <br /> and relating to race, color, religion, ethnic or national origin, gender, age and <br /> non-disqualifying handicaps also are applicable. <br /> C. Minority Outreach <br /> Pursuant to 24 CFR § 92.351(b), Executive Orders Nos. 11625, 12432, and <br /> 12138, and 24 CFR § 85.36(e), the Agency shall take affirmative action to <br /> encourage the use of minorities' and women's business enterprises <br /> (hereinafter "WMBE") in connection with the HOME-funded activities related <br /> to the Project.
