CITY OF EVERETT , 1 <br /> PLANNING DIRECTOR DECISION <br /> Parking Modification ` r' <br /> Review Process II#17-013 <br /> July 21,2017 <br /> Applicant: Community Health Center of Snohomish County <br /> Location: 4201 Rucker Avenue,Everett,WA,98201 <br /> Zoning: E-1MUO,Evergreen Way Mixed Use Overlay;Core Residential Overlay <br /> General Plan: 4.4 Mixed Use Commercial—Multiple Family <br /> The City of Everett Planning Director grants approval of a request by Community Health Center of <br /> Snohomish County to reduce the required number of off-street parking spaces by ten percent from 100 <br /> spaces to 90 spaces: <br /> 1. Any increases to the square footage of the clinic space must be approved by Planning and Traffic <br /> Engineering. <br /> 2. The parking lot fronting Hoyt Avenue shall maintain a minimum of 36 parking spaces with approved <br /> landscaping. The parking lot on site at 4201 Rucker Avenue shall provide a minimum of 54 parking spaces <br /> with approved landscaping and screening. The total parking count for the new use shall be no less than 90 <br /> stalls,an increase of 18 additional parking spaces from existing conditions. <br /> 3. A Parking Covenant acceptable to the City Attorney's office shall be recorded on the title of the property . <br /> stating that the property owner acknowledges the requirements of EMC 19.34.060(D) and stating that the <br /> offsite parking lot is devoted to serve the use on the Applicant's lot. <br /> Subsection 34.070.A of the City of Everett Land Use Code gives the Planning Director,using Review Process <br /> II,the authority to allow a reduction in the required number of off-street parking spaces of not more than 10% <br /> if supported by the City Traffic Engineer. To support the parking modification,the City Traffic Engineer used <br /> the following factors: type of use proposed and traffic generation, hours of operation, frequency of employee <br /> and customer trips; the proximity to and availability of public transportation facilities and the likelihood of <br /> customers or employees to use public transportation; and other information such as a parking study or traffic <br /> survey. <br /> A parking study by Northshore Traffic Consultants dated May 5,2017 that was reviewed and found acceptable <br /> by the Planning and Traffic Engineering Departments found the following: <br /> 1) The zoning code requires 100 off-street parking spaces for the proposed clinic and office uses. <br /> 2) The existing parking lot provided 72 off-street parking spaces. <br /> 3) Approximately 80 parking spaces would meet actual parking demand based on the analysis of two other <br /> Community Health Centers in Snohomish County. <br /> 4) Community Health Center's health care program assists patients that typically have a lower income <br /> economic status. These patients rely on public transportation and other shared ride modes.
