March 7, 2018 <br /> JOB COMPLETE —WATER MAIN REPLACEMENT "R" <br /> To accept the Water Main Replacement "R" Project as complete and <br /> authorize the Mayor to sign the Certificate of Completion with Reece <br /> Construction Company allowing release of held retention. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> PUBLIC HEARING: <br /> President Roberts opened the public hearing regarding a proposed <br /> ordinance amending the Zoning Code (EMC Title 19, as amended) <br /> Definition of "Clinic" and repealing Sections 2, 4, and 5 of Ordinance No. <br /> 2708-03. <br /> Allan Giffen, Planning, provided an update and overview of the proposed <br /> ordinance, proposed amendments to the proposed ordinance as reflected <br /> in a draft ordinance as well as additional language in the form of <br /> proposed amendments for Council's consideration. <br /> Considerable discussion ensued. <br /> President Roberts invited public comment. <br /> Debbie Warfield, Jim Dean, Diane Claussen, all of Everett, spoke in <br /> opposition to restrictions being placed on clinics in the B-3 Zone. <br /> Megan Dunn, Everett, offered a compromise on how to move forward with <br /> the originally proposed ordinance by the Planning Commission. <br /> Jeff Ketchil, Max McAllister and Craig Skotdal, all of Everett, spoke in <br /> support of the proposed restriction on new clinics in the B-3 Zone. <br /> Moved by Council Member Moore, seconded by Council Member <br /> Bader, to close the public hearing. <br /> 90 <br />
