E. FLOOD FRINGE OVERLAY DISTRICT <br /> There shall be two Flood Fringe Districts: The Commercial/Industrial <br /> Flood Fringe District shall apply to floodplain fringe areas zoned <br /> Heavy Manufacturing (M-1) and to Smith and Spencer Islands where the <br /> Commercial/Industrial Flood Fringe District controls in conjunction <br /> with the Shoreline Plan. The Agricultural Flood Fringe District shall <br /> apply to floodplain fringe areas zoned Agricultural Use A-1 and that <br /> portion of Smith Island east of I-5 designated Rural in the Shoreline <br /> Plan. <br /> 1. Permitted Uses: <br /> A. Commercial/Industrial Flood Fringe District <br /> 1 . Any use consistent with Everett's Shoreline Master <br /> Program. Notwithstanding Subsection 2(a) of Ordinance No. <br /> 70-70 as well as any other ordinance, policy or regulation, <br /> outdoor advertising sign structures shall be permitted in <br /> accordance with the requirements of Chapter 47.42 RCW and <br /> WAC 468-66 on interstate highways. <br /> B. Agricultural Flood Fringe District <br /> 1. Any use permitted in Section D. <br /> 2. Any use consistent with Everett's Shoreline Master Program. <br /> 3.
