or change the direction of the flow of water, either in itself or by <br /> catching or collecting debris carried by such water, or that is placed <br /> where the flow of water might carry the same downstream to the change <br /> of life or property. <br /> 7. One Hundred Year Flood means a flood of such magnitude which occurs on <br /> the average once in any 100 year period, or which has a one in <br /> one-hundred chance of occurring in any year. <br /> 8. Reach means a longitudinal segment of a stream or river. A reach will <br /> generally include the segment of the flood hazard area where flood <br /> heights are influenced by a man-made or natural obstruction. In an <br /> urban area, the segment of a stream or river between two consecutive <br /> bridge crossings would typically constitute a reach. <br /> 9. Regulatory Flood is a flood which is representative of large floods <br /> known to have occurred generally in the area and reasonably <br /> characteristic of what can be expected to occur in a particular <br /> stream. The regulatory flood generally has a frequency of <br /> approximately 100 years determined from an analysis of floods on a <br /> particular stream and other streams in the same general region. <br /> 10. Regulatory Flood Protection Elevation is the elevation to which uses <br /> regulated by this chapter are required to be elevated or floodproofed. <br /> 11 . Shoreline Permit is a permit issued by the City of Everett for <br /> development adjacent to water bodies per R.C.W. 90.58 and Chapter <br /> 173-14 WAC. <br /> The flood plain areas are included in the jurisdiction of the shoreline <br /> permit.
