Section 4: That sections 1 and 3 of ordinance No. 1177-85 which read as follows: Section 1: A special construction fund is hereby established as Fund 376, entitled "Design and Construction of 3800 Block Smith Street Sanitary Sewers" to accomplish the actions authorized by Ordinance 1142-85 creating L. I .D. 720. Section 3: The sum of $34,500 is hereby appropriated to Fund 376, "Design and Construction of 3800 Block Smith Street Sanitary Sewers" . The source of funds for the above appropriations shall be as follows: Program 346, 3800 Block Smith Street Sanitary Sewers : $ 34,500 - Fund 376 L. If any provisions of this ordinance shall be declared unconstitutional or invalid by any court of competent jurisdic- tion, it shall be conclusively presumed that this ordinance would have been enacted without the provision so held unconstitutional or invalid and the remainder of this ordinance shall not be effected as a result of said part being held unconstitutional or invalid.
