1 9. Land area under control of applicant and promoters for the purpose <br /> 2 of accommodating anticipated crowds and preventing pressure of trespassers on private <br /> 3 property. <br /> 4 10. Such other information as the City may require to fully inform it <br /> 5 of the nature and extent of such event. <br /> 6 E. Permit Application--Fee. Each application for a permit shall be <br /> 7 accompanied by an application fee of Twelve Dollars ($12) payable to the City of <br /> 8 Everett. In addition, the applicant shall pay the cost of publication and of posting of <br /> 9 notices provided for herein. No permit shall be issued hereunder unless the applicant <br /> 10 demonstrates that he will meet the conditions, limitations, and restrictions of thi <br /> 11 ordinance. Said application fee shall be non-returnable. <br /> 12 F. Permit Applications Referral. Upon receipt of an application for <br /> 13 permit, the Everett Parks and Recreation shall take the following action: <br /> 14 1. Refer copies of the application: <br /> 15 a. to the Director of Parks and Recreation for his comments <br /> 16 on the desirability of the event and for the posting of notices at each public access to <br /> 17 the lake involved; <br /> 18 b. to the Everett Police Department for comments on the <br /> 19 qualifications of patrol personnel, on traffic safety and on noise problems; <br /> 20 c. to the Snohomish Health District for adequacy of sanitation <br /> 21 facilities. <br /> 22 2. Shall cause a date and time for public hearing before the Everett <br /> 23 Park Board to be set. Said hearing shall be scheduled within thirty (30) days of receipt <br /> 24 of the application. Notice of the hearing shall be given by publication of at least one <br /> 25 notice not less than ten (10) days prior to the hearing in a newspaper of genera_ <br /> 26 circulation within the county. Additional notice shall include posting at appropriate <br /> 27 public access to the lake involved. <br /> 28 G. Permit Issuance. After the public hearing set forth above, the Everett <br /> 29 Park Board shall, within seven days, make a recommendation to the Everett City <br /> 30 Council as to whether a permit shall issue. A recommendation to issue the permit shall <br /> 31 be made if the Everett Park Board determines that the applicant has shown that it is <br /> 32 able to comply with all applicable requirements of this ordinance and that the permit, <br /> -8- <br />
