20. Special charges for connection to the sewer and water systems in accordance with <br /> Ordinance 3095-08 (codified as EMC 14.08.135) and subsequent revision are applicable. <br /> These charges are based on projected water usage and can be substantial. Applicant is <br /> encouraged to obtain a copy of the Ordinance and determine estimated charges prior to <br /> building permit application. The actual charges shall be computed by the Public Works <br /> Department per the ordinance in effect at the time and according to the information on the <br /> approved plans at the time of building permit issuance. <br /> Planning Department—John Jimerson (425) 257-8737 <br /> 21.A landscape plan designed in accordance with Chapter 19.35 EMC shall be submitted with <br /> the building permit application. The basic standards for the landscape plan include: <br /> a. Twenty feet of Type Ill landscaping along the street frontage with street trees planted 30' <br /> on-center and ten feet of Type II landscaping on the interior property lines. <br /> b. A minimum of 30 s.f. of landscaped area for every parking space is required interior to <br /> the parking lot(i.e. excluding perimeter landscaping). Provide calculations showing this <br /> standard is met. <br /> c. Within the interior parking lot landscaping, a minimum of one tree is required for every <br /> six parking spaces. <br /> d. Provide a conceptual irrigation plan per Section 19.35.115. <br /> 22. A detailed wetland/buffer mitigation plan in accordance with the Planned Action mitigation <br /> measures listed in this document, Chapter 19.37 EMC, and the approved conceptual <br /> mitigation plan prepared by Wetland Resources shall be submitted as part of the Public <br /> Works construction plan permit application. <br /> 23. The mitigation plan shall provide for a five year monitoring and maintenance program in <br /> accordance with Chapter 19.37 EMC. <br /> 24. Prior to issuance of construction permits the applicant shall provide the City with a <br /> performance assurance device in the amount of 300% of the cost of implementing the <br /> mitigation plan (19.40.050 EMC). Upon certification by the project's wetland biologist that <br /> the mitigation plan has been implemented as approved, the performance assurance device <br /> shall be converted to a maintenance assurance device. The maintenance device shall have <br /> a value of 10% of the cost of implementing the mitigation plan and the maintenance and <br /> monitoring program, and shall be in effect throughout the five year maintenance and <br /> monitoring period. <br /> 25.A separate sign permit is required for any signs. <br /> Fire Department—Jim Venturo (425)257-8124 <br /> 26. The International Fire Code requires that all new structures shall provide Fire Department <br /> access roads to within 150 feet exterior walking distance of all portions of the ground floor. <br /> Fire Department access roads(Fire Lanes)shall provide a minimum of 20 feet in width of <br /> unobstructed, paved driving surface, exclusive of shoulders, with a minimum clear height of <br /> 13'6". Inside turn radii must be 35 feet. Outside turn radii must be 55 feet. Slope approach <br /> and departure angles must not exceed 8 degrees. Fire lane grade must not exceed 10 <br /> percent. Fire lane construction must comply with AASHTO H30 load capacity (74,000 <br /> GVW). Fire Lanes will be posted and maintained as required by the Fire Department. <br />
