cam!/ f /U " 9 `i CITY OF EVERETT, WASHINGTON ORDINANCE NO. //78 hr- AN ORDINANCE ordering the construction of certain street improvements to Highway 99 South (Evergreen Way) within the City pursuant to property owners ' petition therefor ; establishing Local Improvement District No. 721 and ordering the carrying out of the proposed improvement ; providing that payment for the improvement be made special assessments upon the property in the District , payable by the mode of "payment by bonds" ; and providing for the issuance and sale of local improvement district warrants redeemable in cash or other short-term financing and local improvement district bonds . WHEREAS , a petition for the creation of a local improvement district to provide for the construction of certain improvements , being Highway 99 South (Evergreen Way) from the 104th St . S.W. Grid , South to the 108 St . S.W. right of way with complete standard street system improvements ( including widening the street to seven lanes with curbs , gutters , and sidewalks) , and including channelization, a storm water drainage system and participation in the cost of a traffic signal system at 9th Ave. W. (aka Olivia Park Road) and at 112th St . S.W. , and transit shelters and shelter pads , and necessary appurtenances as determined by the City Engineer for a complete improvement within the City , all of the cost thereof to be borne by the property included in the local improvement district and benefited by those improvements , was filed with the City Clerk ; and WHEREAS, the City Engineer has caused an estimate to be made of the cost and expense to the City Council , together with all papers and information in his possession touching the proposed improvement , a description of the boundaries of the district , and a statement of what portion of the cost and expense of the improvements should be borne by the property within the proposed improvement district ; and 1
